Suspect Arrested for Soliciting Minor

On May 19, 2021, Santa Barbara Police Detectives received information from the FBI regarding a cyber tip from a social media source about inappropriate/illegal messages between two users.  Santa Barbara resident, Marcus David Toro (40 years old) was soliciting a teenaged female to engage in sexual activity. These messages were “flagged” and reported to the FBI by the social media source.

Detectives immediately started to investigate the case. Detectives determined the teenager had not previously reported the crimes to law enforcement. Detectives were able to locate the teenaged survivor and conducted an interview with their parent present.

It was determined during the investigation Toro had tried to solicit sexual activity and made direct sexual advances towards the teen by offering money and the use of a local hotel room via social media messaging.

Later that day, Detectives located Toro and placed him under arrest for 288.3 PC – Communicating with a Minor for Sex Acts (felony), and 288.4 PC – Arranging a Meeting with a Minor for Lewd Act (felony) and is currently on parole. He is being held at the Santa Barbara County Jail without bail.

This investigation is still ongoing by Santa Barbara Police Detectives. Limited information can be released at this time due to the sensitive nature of these crimes.
