Police/Sheriff Vehicle Weaving on 101?

As I was driving south on the 101 near the Castillo exit at about 8:50 on Wednesday morning, a police or sheriff SUV with its lights flashing, was also heading south. This vehicle then began weaving back and forth from the right lane to the left lane and then back to the right lane. It went back and forth across all three lanes, six or eight times. It didn’t seem to be chasing or following anyone.

The vehicle then exited at the Milpas northbound exit, and parked on the side of the road. Any idea what was going on? What was the purpose of this maneuver?
