It appears like the black car might have been traveling at high speed and sideswiped a bunch of the other cars that were waiting at the light signals. I was once in a car (backseat passenger) where the driver was exiting the freeway while checking his phone for message. We ended up hitting a guardrail and bouncing back into a ditch. We were all okay (there were three of us: the driver and two passengers), but very shaken up. Our friend who was driving was not cited, but he had to spend nearly $2,400 getting his car fixed! Yikes!
Driver was not cited!?! Why not?
