I don't know what time of year is best, but I've gone out for a half day on the Condor Express with some visitors from Great Britain a few years ago in late July, and we saw blue whales, humpback whales, and hundreds of porpoises and dolphins, plus sea lions and ocean sunfish.
I like to watch from shore, but have heard good things from tourists and others about going out on boats. One way to see whales from shore is to look for the whaling watching boats hovering, hovering when a whale is spotted close to shore.
Sorry this reply is so late. Gray whale migration is done for now. But June is a terrific time to see Blue whales, possibly Humpbacks and maybe even a Fin whale, if you go out to the Channel Islands. Best of luck. Seeing whales never gets old.
