Why All the Traffic on Highway 101?

Highway 101 is now open, so I am wondering why is the traffic from Carpinteria to Santa Barbara only going 3 miles per hour? The side roads were also only going 3 miles per hour. Can you give me any information as to why this is happening? Thank you.

people wanting to slow down and look at Montecito...pretty lame really. took 3 hours from Ventura yesterday to get here...

I did that drive for 5 years and it was always pretty bad in the morning, sans mudslide rubbernecking. I imagine the addition of drivers who would normally go Carp--> SB, on side streets or the 192 is adding a few extra minutes into the daily commute since their preferred route is still shut down.

I make that commute every day, and it's only marginally slower than normal IMO, which is to be expected with most side streets, and all ramps, in Montecito still closed.

Decades of onerous red tape for CalTrans to complete any highway infrastructure project have the 101 still at 2 lanes from Rincon to Cabrillo...then add in the aftermath of a natural disaster. No doubt it would be improved to 10mph at least if it was 3 lanes by now.

Tourists too. One from MN approached us at the Tuesday farmers market said her family was visiting LA and decided to drive a rental car up 101 to see the flood. "Where is it?! We were in slow traffic but couldn't see anything like what was on TV." Add all sorts of "rubbernecking" disaster tourists to the traffic. Include the likelihood that some of them will try every exit and slow trying to spot something. Add the normal local, regional and N/S transition traffic. Then add the backlog of all that normal traffic that had been waiting for the reopen. Next add the locals slowing traffic by negotiating for access to their homes and businesses. Toss in the hundreds of slow trucks and heavy equipment along with the assortment of recovery worker vehicles. With side streets closed, all of this is on 101. Amazing that it's moving at all.

zerohawk is correct, although the freeway widening would help some..... the congestion recently after the flooding is because of people wanting to "look".

multiple vendors bringing supplies and parts from ventura complained when they arrive at how bad the traffic was with "NO ACCIDENT". its all lookiloo traffic

The Cito residents have fought the widening of the 101 for decades and look what they had a few weeks ago! Look what they have created now & well into the future - gridlock. THEY are the direct recipients of all the pollution from the idling vehicles, traffic noise aka white sound, and people who are just DONE with two lanes in 2018! As the saying goes, "Be careful what you wish for."

Just before the freeway was opened the CHP warned on KEY-T that the roadway would be congested, asked everyone to be patient and be aware, to carpool as much as possible or take public transport; blue busses run from Ventura, mostly ridden by workers. CHP said there would be a lot of work (dump) trucks. Plus the other reasons given here, looky-lous, commuter traffic, etc. Seems there are so many SB employees living in Ventura who could carpool to cut congestion for the commute.

It's noticeably more congested through Montecito at all times of the day. Lot of activity still going on

More congested because more people are getting onto the fwy at that point or just slowing down because of the work still in progress to help heal the community and allowing for the heavy trucks coming and going for the debris removal?

Have noticed that SB traffic in the evening has looked worse this last week- the backup has extended past Mission where I get off. Usually it is only like that on Summer Fridays. Seems hard to believe that it is due to the additional dump trucks. What a mess!
