Public Works Halts Construction Work in Downtown Pedestrian Mall

As part of efforts related to both COVID-19 economic recovery and the temporary State Street pedestrian promenade, it is necessary to put a temporary hold on construction work within the public right-of-way. Please read below for more information as it is. Public Works intend to help balance the needs of the temporary pedestrian mall with construction that must continue to occur.

No planned construction work involving temporary traffic control (traffic lane or sidewalk) is to take place on State St from Cabrillo Blvd to Sola St as shown on attached map until September 8, 2020. This is necessary to accommodate the “opening” of State Street to pedestrian traffic and accommodations related to COVID-19 regulations. Planned construction work may occur with advanced approval of the Transportation Planning & Parking Manager or City Engineer.  Emergency construction work for various utility service work may occur and will include additional requirements to accommodate other right of way uses including outdoor dining. Advanced notice and ongoing communication with adjacent businesses will be required.  

At minimum, the following standard requirements will apply.

  • No permits for dumpsters or other temporary staging may be issued on State St or the 00 blocks off State St except along the project/property frontage on 00 blocks.

  • No construction activity is allowed between 11:30 am and 1:30 pm in the public right-of-way.         

  • Work involving temporary traffic control on State St shall be complete and reopened by 11 am.

  • You may send exception requests to AHendel@SantaBarbaraCA.gov for Public Works staff review or include in the Description of Work in your application. Please reference the street address and any existing permit numbers.

  1. The State St closure is hapless and ugly. It looks like a lowly Home Depot employee dumped their load of old palm trees and left for the day. We have hundreds of highly paid professionals on staff at the city and the best they could do was to put some ugly ragged palm trees on old pallets with a few cones???? This is why our city’s leadership are considered total failures. They cant even do the most basic things. State St is a perfect representation of the lack of thought or ability at city hall. Not only is the street a visual mess, the sidewalks are now more crowded than ever because there is absolutely no thought or oversight on how pedestrian traffic should flow or how and where businesses can offer their services. Its almost as if the nincompoops at City Hall have no any idea of what they’re doing….
