What is a Nora unit?
Great story but ....all Nora means is N for Narcotics in the phonetic alphabet that the police and myself used as County employees on our 2 way radios. Same as Mary, M for Motor units, Adam for A or single units, Baker for "Bakered up" 2 person units, Lincoln for L or Lt, Sam for Sgt. and so on.
A "Nora" unit designation began in the early 70's by SBPD to identify specific narcotics detectives assigned to a newly formed & federally funded Narcotic Addict Apprehension & Rehabilitaion (NAARP) unit. I suspect the "Nora" designation continues to be used for current narcotics detectives.
I believe the NAARP detectives were initially assigned to identify and detain narcotic addicts for placement in an involuntary civil commitment rehabilitation facility. As I recall there were too many complaints about suspected civil rights violations related to the addict and attempts for civil commitment/rehabilitation were discontinued.
The narcotics detectives then reverted from attempted rehabilitation of addicts to simply identifying and incarcerating narcotic addicts and " drug dealers."
