Homeless Emergency Aid Program ”Tiny Homes” Community Outreach Meeting

Community members are invited to a community outreach meeting regarding a grant application submitted to the County of Santa Barbara Housing and Community Development Division for Homeless Emergency Aid Program (HEAP) funds. The City of Santa Barbara, in partnership with the Housing Authority of the City of Santa Barbara, Cottage Hospital, PATH Santa Barbara and City Net, developed a multi‐faceted, comprehensive grant proposal to address the homelessness crisis within the City.

The proposed 30‐month plan includes the addition of a full‐time Police Officer dedicated to Restorative Policing, an outreach nurse practitioner, a service navigator, additional beds at an existing shelter, extensive street outreach and case management, and the proposed temporary use of the Carrillo/Castillo commuter lot for the purpose of providing “tiny homes” and services to homeless persons in Santa Barbara.

Staff from the partner organizations will be present at this meeting to provide information about the project, address concerns and answer questions.

HEAP is a state grant program designed to provide direct assistance to cities and counties to address the homelessness crisis throughout California. The Santa Barbara City Council approved staff to submit an application to the Santa Barbara County Continuum of Care for HEAP grant funding during their meeting held on November 13, 2018.

Once again, the adjective “homeless” does not apply to these vagrant opportunists- They are NOT locals, They are NOT locals who had apartments they paid rent on or mortgages, they are CHRONIC Vagrants who are going to be rewarded in our f’ed-P/C World we live in, by getting housing on the “American Riviera…” LMAO!

  2. Here is a link to all the HEAP Applications. Will all homeless be treated equally? Will a domestic abuse victim with children, a foster child aged out of the system vs service resistant homeless individuals each get a “home?” Or will one group get housing when other’s might have a greater likelihood of success? – From what it looks like the City’s HEAP Application is geared for one group and not all. The more service resistant or issues someone has with multiple agencies the more likely you are to get service. If you have no contact the less likely it is that you will get any help. Sound rigged to me…

  3. It will work exactly the same way all the other handouts in this town have worked- disproportionate growth of even more transients, street people and steep degradation of quality of life for property tax paying residents.

  4. The whole thing stinks, but, as usual, our government has made the decision without input and it likely cannot be undone. I would like to say that the use of the beautiful tiny home image is very misleading and nothing like the “box homes”, i.e. box with a bed that is proposed. This will be an ugly eyesore filled with the worst service resistant homeless that have ever been drawn here. It’s nice to get them in one place for help, but this is by far not the right location.

  5. Who decides who is really homeless? If you build tiny homes every homeless or not working will come to Santa Barbara it’s crazy who makes these decisions?? There are alot of places hiring for employment. The other day a homeless person was asking for money on a corner and had a new Apple phone so how does that happen. Their homeless but have an Apple phone. Come on let’s be real! Giving them a place to live is not fair. Others are working and paying rent! I say please don’t build tiny homes for the homeless in Santa Barbara don’t do it!!

  6. Where can I donate to the “Greyhound bus fare” association? Seriously question. Serious offer. I am sympathetic to those who are less fortunate but there are thousands of towns with much lower costs of living than Santa Barbara.

  7. all the clowns who now run sb, or more specifically, the PAYASOS, are inline for 6-7 mil for their coffers.
    Fact: there is a sweet property on the edge of Lompoc called Bridgehouse. It sits on like 10 acres. There are defunct greenhouses, parking, services, etc. Any particular reason this could not have been there in conjunction with the county? Oh, that’s right, SB needs the dough.
    I am all for helping but this is LAME and at it’s core a cash grab.

  8. to jdoggy dog- Our Santa Barbara officials are not clowns. They are well-respected and hard-working members of out SB society. They are not making $millions. And as much as I love my dog – you, on the other hand, are far less than any dog I’ve known.

Since this is (purportedly) a democratic society, why not therefore put the decision to the people who would be immediately and most affected by the presence and behavior of new neighbors in their midst? Make permission for each potential tiny home renter to move in be subject to a democratic vote by nearby stakeholders, deciding for or against by a simple majority. Here is how this could be accomplished: (1) Explain the nearby existing residential community members’ and other nearby stakeholders’ concerns to the pool of potential tiny home renters; then (2) Solicit the potential renters’ individual, voluntary and uncoerced binding agreement to legally abide by a public vote of nearby stakeholders for or against permission to move in; then (3) Invite the potential renters to voluntarily make their background info available to the public; then (4) Take the vote and implement the results accordingly

  10. The City employees want to add numbers to their ranks to build the army. Once this is started , it will stay in the future. “I’m from the guvment, and I am here to…. well, I’m just here”. To do this installation at Carrillo and Castillo, there would have to be a land use change. In my Eastside neighborhood, now known as the “Dominquez Dumping Ground”, City servants violated land use ordinances themselves to allow a business to occupy, and the City Attorney and City Council has given me and my neighbors the middle finger. Do not let them do this to you.

  11. If you build they will come…Santa Barbara is going to experience the biggest influx of homeless it has ever had once word gets round that we’re giving out free houses.

  12. I would be in favor if at the same time these ‘tiny houses’ were occupied, there is a 100% crackdown on panhandling/loitering on State St./ freeway on/off ramps and in other city locations. All encampments along the highway and rr tracks are removed. The museum and library are no longer sleeping areas for homeless.

  13. SBPAJ – An APPLe phone or new APPLe WATCH? The NYC Bouncer checked out my CDL, telling me he likes SB. I asked when he last visited. Response: “ Every Winter. It’s great Free meals and a bed., or Chase Park. I’m a regular. Cross country train is under$100.” He’s the exception who remains under the radar taking advantage of all we generously offer to transients who are non-vets and are not mentally. A tiny house in a future visit?

  14. PITMIX- why not in your City near you? Would you prefer a regional plan as PATH implements n other beach communities? Tell you friends to vote for smarter Council Reps who respect the history and exceptional generosity of SB. Elect business owners and execs to Council.

  15. Yeah… that works real well re: black and brown people. And homeless. And Jewish, or Irish, or Catholic, in different times and places. Democratic, voted choices are not always ethically, morally or constitutionally acceptable.

  16. Really the question we are all trying to answer for ourselves is this: what do we owe the less fortunate of our society? For most of the people posting on this site, the answer seems to be nothing. Or something, but not in my backyard. But I wonder if the comments represent the majority of the people in SB who keep voting the Council Members and Mayor back into office. It seems unlikely.

  17. I want to help those who truly cannot help themselves. I don’t want to get taken by moochers, or by a poorly run program that costs more than it needs to. So I’m conflicted on these homes for homeless. Also, I hope that if we get the grant, whoever is in charge is really sensible and thrifty when buying or building these tiny houses. If they have plumbing and electricity, they will cost more per square foot than a regular house, because the costly bits are still included.

  18. City Council Reps elected by residents who choose to vote do not care about the City,?you or any property owner. With the exception of Rep Rowse, City Reps care about maintaining power and control for the Dem machine to help keep themselves being RE-elected and on the payroll. Some seek higher office which requires the Dem machine’s endorsement. They seek grant funding for the 10% administrative fee paid to the City. It’s all about money, power, and personal gain. .

Homeless get SDI checks – some get paid inadequate wages- All can pay minimal rent. Let’s create a low cost residential hotel complex on County property. $10/night for a bed and $25 for a room w pvt toilet, sink, shower & micro. Pay by the month in advance to get Day use too.

No homeless can camp on public sidewalks or places if a shelter bed available.

  21. “SBWOMAN” – UCSB is a “silly school?” Seriously? It’s one of the hardest schools in CA to get into and one of the most highly acclaimed researched universities in the world. “Silly school?” No, not even close.

  22. Like Reagan Amnesty: promises are never honored. Homeless will increase monthly. Build and they will come. 34% increase since 2010. We’ve got 2300 average increases each month of illegal residents entering and staying in CA plus refugees, and we allow chain migration families to add to the salad bowl . Stabilize the population to sort it out.,

  23. In Ventura, I picked up a flyer inviting homeless to relocate to SB. Perhaps posters are on rail cars in frigid mid-West. PATH runs services in SB and all ver coastal CA so perhaps we can pay PATHbto promote tiny housing offered here? .

  24. City Attr publicly stated City is comparable to UCSB: no EIR or land use change required. Govt is pre-authorized – exempt – to do what it wants. Govt is of the people, by the people, and for the people. Bad Govt; bad staff chosen by the people.

Keep voting in the same do-nothing shills and you’ll continue to have more of the same problems… There is nothing about Cathy Murillo that lends her to the tasks at hand or the job’s requirements. Nothing about her made her the right choice except for her city employee union and party support. She had NO experience running anything remotely close to the size and scope of the city of SB, let alone a $100m+ budget . Leadership requires intelligence, strength and the ability to marshal resources in order to affect change. The latter comes from actual experience, not just grit. So when you wonder why the city is deteriorating in front of your eyes, be sure to ask yourself why you voted for a mayor who has exhibited none of the traits necessary to run a city or business. Vote with your children’s future in mind, not with your feelings next time and we might get some much needed change.

CA Governor “Moon Beam” Brown passed a bill that gave $500 MILLION of taxpayer dollars to “Homeless Inc” in the way of grant monies… Santa Barbara County received $9.2 MILLION of these taxpayer funds. Out of the 9.2 Million, the County is the “gifter” that will “AWARD” portions of the $9.2 Million of taxpayer funds , to the City’s within the County who apply for the “Award”… So yeah, this is taxpayer funds that could have gone to so many worthy causes other than vagrants from other States who come here to take advantage of California’s Liberal-“Progressive” stance on “homelessness”….

  29. Utah has reduced its homeless population by over 90 % leaving only the hard-core homeless on the streets. Something must be done in California too. Nearly 85% of Santa Barbara County is owned by the government in one form or another so there is no, I repeat No shortage of land. We could put 10,000 of these tiny homes up and create a dynamic city/suburb of diverse peoples. It would take only 250 acres. Easily accomplished on the site of the community golf course which has been losing money for years as golf is a dying sport. Grant money would pour in from every government agency and not-for-profit to pay for it. Health, mental health and food, education services could be provided. It makes no sense for a rich city in a rich state in the richest country to have any homeless people.

  30. I googled the Utah info. Fascinating! Funny though. People get really emotional about this topic and angry about other people getting “free stuff”. I guess it doesn’t matter if it saves money in the long run “it’s not fair!!”

  31. I’m a nearly 70 Santa Barbara native and I’m very fortunate to own my home here but I am barely hanging on to it. I had to go back to work after being laid off from one of the banks in town after 20yrs. I pay my property taxes every year but why should I have to work to support these vagrants who do not want to work and are handed everything for free in this town. I don’t even own an Apple IPhone.
    I do not support this tiny homes project. As citizens of this city we should have a say in whether this project moves forward or not.
    Everyone who has commented on this here I hope shows up today at this meeting. If we don’t show up then we get what we get.

  32. You will never get rid of this project after the money runs out supporting all the new city staff support people. That is a give and it is blatant fraud to present this as a “temporary” project using other people’s money. ACLU and SEIU will demand it continues – and you will be paying for it forever.
