At the next off ramp, I did notice the panhandler in the road. On the embankment was plenty of trash….clothing, cardboard, etc. strewn about. Panhandler didn’t look like he was about to pick all that stuff up. what good are cameras if nothing is done? since when is it legal to stand up on the off ramp begging? i thought no one was allowed to walk on the 101.
