Landscaper Killed in Goleta Hit and Run, Teen Arrested

The Coroner’s Bureau is releasing the identity of the decedent from the fatal hit and run on Storke Road yesterday.

Decedent is 29-year-old Ruben Reyes Victoria from Goleta.

A victim has died from a hit-and-run collision, and the suspect has been apprehended.

On Wednesday, September 20, 2023, at approximately 3:02 pm, deputies responded to the southbound lanes of Storke Road at Bollay for a report of a man down. When they arrived, deputies learned that a landscape maintenance worker had been hit by a car that fled the area prior to their arrival. Deputies found an unconscious adult male in the bicycle lane and began CPR. 

Unfortunately, when emergency medical personnel arrived on scene and took over care for the patient, they quickly determined he was beyond resuscitation and pronounced him dead.

Additional deputies responded to the scene, quickly pieced together suspect information. Deputies tracked the suspect, 19-year-old David Rousso, to the 400-block of Storke Road where he was detained, positively identified, and subsequently arrested. Rousso’s booking charges and bail amount are pending.

Drugs and alcohol are not believed to be a factor in this collision.

The identity of the male victim is pending notification to his next-of-kin. Deputies closed the southbound lane of Storke Road temporarily from Bollay to Santa Felicia while they conducted their investigation.

A male pedestrian was killed in a reported hit-and-run near Camino Real Marketplace in Goleta on Wednesday afternoon.

At 3:01 p.m., emergency responders received a report of an adult male being hit by a vehicle in the area of Storke Road and Santa Felicia Drive. A Sheriff Deputy on the scene was performing CPR when fire medics arrived, according to County Fire Captain Scott Safechuck.

The male was pronounced dead at the scene due to fatal injuries. 

Sheriff’s Office spokesperson Raquel Zick stated a suspect has been located and deputies are on the scene investigating the incident.

Additional reports state the male was a landscaper working on the southside of Storke Road when he was hit by a white sedan. The driver reportedly left the scene and pulled into a parking lot of a nearby business before being arrested.

Motorists are asked to steer clear from the area of Storke Road between Bollay and Santa Felicia as one lane is closed for the investigation, said Zick.
