It's about time the Mesa pitched in and took some of the load off the other parts of Santa Barbara. Maybe La Mesa Park would be a good place for all the campers..

There is one that rides a bicycle that sleeps somewhere in the back parking lot he has been spotted by 2 neighbors, acouple weeks ago another sleep in a neighbors SUV.. I hear a guy between 3 and 6am walking up and down the driveway sounds like he is either talking to himself or on a cell phone. I used to walk around in the middle of the night but now there is a question of weather or not I can defend myself as I'm older and have medical issues so I just lay here and listen. There are people who sleep in the tree service business area next door I hear them, and also behind Tina's nail but they usually don't venture behind our property behind the fence because other neighbors call the police..I only call the police if I feel I have to..

RYPERT - your reasoning is simplistic and childish. I don't have the room to house all the homeless, so there's that. Further, just because you want to help out, doesn't mean you have to relinquish all your property, personal and real, in order to do so. I know that's hard for you to understand, but most adults have a grasp on that. When you grow up, maybe we can talk more.

SACJON, I understand you can't house ALL the "houseless neighbors" in the area, but if you and your ilk, which there's a few of (and the minority when it comes to views on the "houseless neighbors), took in 2 or 3 "houseless neighbors" into your homes, that'd fix the problem!
Just imagine, you can be the hero you envision yourself to be! Do it man (or maam, can't tell from your fake handle), there's a wholesome opportunity to walk the walk my friend! You're welcome!

There used to be a concrete pumping business down on lower milpas that had people living all around the place, and another house behind Dal Pozzo that got torn down for the new off ramp, but most people were living along the tracks or underpasses.
Then the state fenced off the underpasses

People are gonna keep moving to areas where the weather is nice, the residents are (comparatively) well off, and law enforcement is lax. As much as we all like to be "holier than thou" (and I'm included in that), the reality is that people that aren't getting their basic needs fulfilled (think food and shelter on Maslow's hierarchy) are gonna act animalistically. That is, doing what they can to survive and to seek pleasure, without regard to consequences of their behavior. Add in a dash of mental illness, and you cannot escape the calamity that these people inevitably bring... Until we address the bigger issues (income inequality, substandard education, overpopulation, etc), we will have to deal with the results of those issues.... And half-witted responses aside, it is a tragedy. If anyone ever wonders why the aliens don't make contact with us? This is why... We've a LONG way to go....

No city or town has yet to really successfully been able to eradicate the drug issue or the mental health issue of "city campers"...temp housing is a useless band-aid & arresting them useless as well. I think drugs are the culprit regarding fires, thefts, messy camps & fights. Thank China for cheap fentanyl, etc., & Drug cartels. This problem will not go softly into that good night.

Meanwhile the poverty pimps have no suggestions and just keep collecting gov. grants to pay for their condo's, new cars, clothing etc. You can always tell who they are by all the nice stuff they have. They blame the cities where they set up for homeless issues while they shove those donations in their greedy pockets...

Illegal tents now in MacKenzie Park also. No bathrooms. Families can't use the few picnic tables available. Homeless sit on the tables and congregate all day. Now sleeping there at night. Recent fire right behind some homes in Samarkand. We want our park back. Help! Help! Can we hear from some of our elected officials about these problems in our public parks? Eric? This is your district.

"Broken Windows Policing" worked in the past. It was deemed everything negative from "profiling", "unconstitutional" etc. from the liberal left... Basically, once neighbors and legit users of the parks (parents whose kids enjoy park, people who use a park as recreation) ALLOW loitering, drinking, drug use and let it get as far as "ownership" with tents, etc. your park is done. The riff-raff know there is very little actions from locals or cops to push them out...

Fence the parks. Close them at sunset. Let loose trained junkyard species dogs to patrol each park all night. Pick-up any miscreants being held by the dogs when the park opens. Arrest them and give them a job picking up litter and scrubbing off graffiti for a month. House them in barracks.

Absolutely LUVADUCK, when we had insane asylums and workhouses for the poor they were contained and put to productive industry. But now that is considered too cruel, so they wallow in the parks and streets and endanger the law-abiding citizens. And when we look down into the encampments from the freeway we see the things they have stolen from our yards. We need to save ourselves from them, and save them from themselves.

LUVADUCK - so sic vicious dogs on anyone who is in the parks after sunset? Is that really your plan? Why can't police officers do this job? Is there some reason (other than an apparent hatred of homeless people) that you think dogs attacking people and "holding" them in their jaws until sunrise is better than just having the police officers deal with people to determine if in fact they're committing any crimes?

You know, RYPERT actually had a sensible idea, until 3 or 4 sentences in, when he went off into a Mad Max/concentration camp fantasy. Give them a swath of land to camp on, away from residential areas. Give them some basic needs - running water, access to medicine and food. Relax the health codes on uneaten food. When I was young and working in the food industry, we used to throw out TONS of uneaten, perfectly healthy and clean food. It bugged me so much, I would tip off the homeless nearby when we were going to throw it out so they could grab some. There's PLENTY of leftovers and scraps from restaurants to help feed them, in addition to whatever social services provide. So, clear a space for them and give those that want help and just a clean and safe place to stay, the means to take care of themselves.

Now, for those that choose to be homeless (ie, gutter punks and "urban travelers"), get more heavy handed policing to discourage them from settling here. Most of these kids are healthy and sane, but just lazy and OK with the whole homeless lifestyle. Instead of fining or incarcerating them, give them community service projects. They'll hate that. Stop going easy on those who choose to live like this.

You basically put the problem squarely where it lies, whether you meant to or not, which sshows sensibility that I respect. I am NOT joking here.
The individuals you say that we shouldn't be going easy on... guess what? THAT'S WHO I'M REFERRING TO!
Seriously, all jokes aside, when I refer to the "houseless neighbors" in my comments, whom you mentioned in your comment... That's who I'm talking about!
The average homeless person, they want to be left alone. Those with mental illness, they have it the worst and one of the reasons why is because those you mention ABUSE THEM!
They steal from them, they even sexually assault them!
It's exactly what's going on in the tent city in People's Park in IV! I mentioned about the young lady being used by the predators there, it's DISGUSTING! But they keep her doped up, so she has no snsibilities to reach out for help.
See, we CAN agree on things, especially when we know what the problem is... THOSE YOU MENTION!
I'm happier than a pig in slop to see we both DO see where the problem lies. As I said, my issue isn't with the average homeless person, they DO need help.
It's the urban traveler/junkie/tweaker/gutter punk types that ARE giving a bad name to those who DON'T deserve it!
I hope I have made these words clear enough on this matter. Again, when I refer to the "houseless neighbors" in my comments, whom you mention is who I'm referring to.
The problem is the fact that certain organizations, in an effort to show how anti-police, anti-homeowner, anti-regular citizen they are, they supprt the very types we're identifying as a problem.
Remember that package thief Juan Cerna? Well, 4 days before he got busted for his crime, Food Not Bombs Isla Vista and the Bonfire Collective established a gofundme on facebook to raise $2,000 to buy him a truck. How'd that work out? EPIC FAIL!
Now they're trying to raise $6,000 for another guy, who shall remain nameless, to buy him a new car after he totalled his last car in a head on collision and guess what? His car was uninsured. Driving an uninsured car on the road... you and I would get way busted for that!
Sure, that doersn't seem like much, but this same individual also made the Edhat news last year when he and a buddy were caught roaming around the parking structure of the Chumash Casino high on meth. In the guy's backpack was a Glock 17 pellet pistol replica with the orange tip removed and an illegal fixed blade knife. What were they doing there? Playing slots? I don't think so!
The problem is these organizations LOVE to back the wrong horse, the same horse WE both agree are the problem!
I'm not trying to appease you or win favor here, I am telling it like it is and pointing out that once the "wording" is understood, we BOTH see the problem!

GOOD NEWS: A solution better than anything we've come up with on this forum. It's already been built in Oakland CA under a big freeway open space by some of the homeless themselves and people who know how to build from discarded pallets, old rags, and mud.
Google: Cob on Wood Oakland. You'll be pleasantly surprised to see the photos of this little village with community kitchen and other services, now funded by donations for expansion.
"Cob on Wood organizers are helping unhoused residents to solve the problems they think the city hasn’t adequately addressed – from fire prevention to sanitation access – while organizing to collectively engage with city officials to get their support. It's costing taxpayers nothing.
They broke ground in December. Clearing needles and trash from an area near Wood Street – a half-mile area lined with makeshift structures, RVs and tents – a crew of volunteers and camp residents under Elliott’s guidance used pallets to frame the structures. They were insulated with scavenged materials before being coated in “cob”, a mixture made from organic materials including sand, subsoil, water and straw.
Each structure is lined with a “living roof” – featuring a garden – that creates an attractive aesthetic while insulating the inside from the abrasive city sounds and the elements.
