The 17-year-old victim told deputies that she was walking eastbound on Cathedral Oaks when she noticed a Hispanic male between 30-50 years old, with stubble facial hair exit a white van and proceed to expose himself to her.

It means that the license numbers were similar to the numbers they broadcasted so I posted. You can always anonymously drop a dime on the guy but then maybe a police officer will see your post...

What does something like that license plate mean? There is a guy that fits this description who has multiple vehicles parked on Sumida Gardens Ln and Overpass Rd. He has old vans and beat up trucks. No one knows where he lives, some have speculated he lives in a storage unit , but he has at least 8 vehicles parked that never move and 3 or so that he rotates. The vans are rotated and one has a license plate 8Z23383... I bring this up because a young woman who was walking by this van last year experienced a man exposing and playing with himself. She was so shaken up and refused to report it because she has to walk that way everyday to work and she was very fearful of retribution.
