Torture does not yield accurate information. Unfortunately, despite what you may have heard or seen, there is a lot of research to back this up. Torture also is a very poor choice as a warfare strategy. It seriously damages those who use it, their families, and their communities, as well as those who are tortured. Torture harms everyone, not just the intended victim.

Sadly, I see nothing in the plan that would enforce or enhance existing drug laws. People cannot ever escape homelessness with a drug problem. Enforcing our laws would allow the ones who want help to get it and would encourage the rest to move on.

JB86 - Ok. Alvarez was "detained" after he gave the officer a false name. IMO Alvarez was "arrested" as I doubt the officers would have allowed him to walk or drive away. Arrest/detention is another good topic for conversation. Being a suspect in an ID crime, (if) Alvarez was questioned further about this crime without being advised of Miranda there could be a problem. IMO, I don't believe anything he says from the time he was a suspect and (not) advised of his rights can be used against him. It's my understanding once I'm suspected of a crime I must be advised of my rights before any questioning about the crime. If this is accurate, any statement(s) about his ID that led to a search of the car or his arrest IMO might be a problem.
They need to squeeze Ruben with a deal that saves Paul from the death penalty if he tells them where the body is hidden now.
@ RHS... Why don't you help out our local "Homeless Inc." and rent and drive U-Hauls every week to prevent the "ongoing tragedy" of "homelessness"... The trip to cheaper and more available housing is about 2 hours away in Bakersfield, 3 hours for even cheaper housing in Fresno... The meth is cheaper too as State Highway 99 is the direct supply chain from the border to Central California. It's a win-win-win .

Cottage hospital has been, at least in the past, a contractor for caring for those people facing mental health crisis without other resources. This was because the county refused to expand their own facility for reasons of self-interest (this is hard work). But Cottage did not earn a stellar rating for their efforts either. In the case of Cottage it became a cost analysis issue and they shirked doing much. We, the people of California, have failed to fund these programs for decades, allowing the present crisis on the streets. Will we change now? Not likely I am afraid.
It is good that Goleta is acknowledging that they have a role to play in this ongoing tragedy of homelessness. For too long the burden has been only on Santa Barbara City. Each community in the county should do more as most have done almost nothing. But this tentative step is very disappointing. I think the amount of money they are spending is about $1K a month. This is tokenism of the highest order. (Once Carpinteria disclosed its homeless plan as buying something like six bed nights a year in Motel 6--for those who applied ahead of time.) So we can hope that Goleta will move on from this tentative toe in the water to do something significant.
San Luis Obispo NEVER had a vagrant problem.... Until the Catholic Charities built a HUGE "homeless center" with bedding and food... If you build it, they will come. If you feed them, they will come.
Sounds like a strong case, and I am sure they will be squeezing Paul Flores to give up the location of the remains in exchange for not pursuing the death penalty. Seems like they also could add charges on the father, which might be part of the negotiation.

The reason I said Cottage or Sansum was to get a competitive bid. Perhaps there is other alternatives as well. Certainly having the county run their own program will be more expensive than necessary.
When you do the math, universal healthcare actually ends up costing the people less... Just like when saskatchewan was the first canadian province to start universal healthcare in Canada, California can lead this nation. If Canada can do it, why can't we? If Australia can do it, why can't we? If Japan, Singapore and south Korea can do it, why can't we? If all the counties in Europe can do it, so why can't we??
We can't reduce cost until we have a single payer or universal care available to all... The single payer will take negotiating power away from pharmaceuticals and providing universal care to all allows people to go to their doctors regularity to avoid sudden big health problems that can be diagnosed and treated sooner

Agree with Fernaldo. Promote our economy and enforce our laws.
It is impossible for social services drive homeless people to services if/when we let them illegally live anywhere they want and do whatever nonsense they want. Enforcing laws should be the community's #1 priority.
Can we all agree that torture is an acceptable way of getting them to say where Kristen is now??
