His career spans both the public and private sectors, giving him a well-rounded perspective on infrastructure delivery, operational strategy, and organizational leadership. He holds a Bachelor of Science in Civil Engineering from California State University, Fresno and a Master of Public Administration from Arkansas State University.

Prior to joining Ventura County, Tyburski served as Director of Public Works and Road Commissioner for both Kings County and Madera County. Tyburski has overseen transportation systems, bridges, utilities, transit, solid waste, fleet operations, parks, and roadway maintenance while managing large professional teams, annual budgets exceeding $50 million, and major capital improvement programs. He is recognized for his leadership in strategic planning, operational excellence, fiscal stewardship, and collaborative problem-solving. He has a proven ability to build strong partnerships and work effectively with elected officials, regulatory agencies, consultants, contractors, and community stakeholders.

Throughout his career, Tyburski has led several high-impact infrastructure initiatives. Noteworthy projects include the rehabilitation of a historic abandoned hospital into a county office complex, the development of a new county morgue and jail expansion project in Kings County. In addition, he played a key role in the State Route 41 Expansion Project, the largest public works project in Madera County history. Furthermore, he has also secured and managed significant state and federal funding while advancing regulatory compliance and organizational performance improvements.

As Assistant Director, Tyburski will report directly to the Agency Director and oversee the Agency’s three operational departments. He will also play a key role in supporting department directors, advancing priority capital improvement programs, strengthening cross-department collaboration, and serving as Acting Agency Director when needed.

The Ventura County Public Works Agency is excited to welcome Tyburski to its leadership team and look forward to the expertise, innovation, and collaborative leadership he will bring to the organization.
