Ventura County officials marked a significant milestone with the groundbreaking of a nearly $28 million housing project.

The Lewis Road Permanent Supportive Housing Project broke ground on May 13, 2026, Ventura County Supervisor Jeff Gorell announced in a social media post.

The new supportive housing development will provide permanent housing and behavioral health support for residents experiencing homelessness.

Gorell shared a video of the groundbreaking ceremony and offered a glimpse of a model residential unit at the housing project.

The groundbreaking “marks an important step forward for Ventura County,” he wrote on X.

The housing project is located near 1732 S. Lewis Road in the unincorporated area of Ventura County.

Supported by nearly $28 million in Homekey+ funding, the project will help residents in need, Gorell said.

In August 2025, Ventura County said it had secured around $28 million for the project. Announced by the California Department of Housing and Community Development, the funding comes from Proposition 1 funding.

Proposition 1, the two-bill package that was passed by California voters in 2024, aims to reform and expand California’s behavioral health system and housing. The proposition authorizes $6.38 billion in bonds to build housing and treatment facilities for people experiencing homelessness.

Stemming from Proposition 1, the Homekey+ program provides $2.25 billion in funding to create permanent supportive housing for veterans and individuals at risk of or experiencing homelessness and battling mental health or substance use challenges.

In addition to new developments, Homekey+ funding covers the acquisition, rehabilitation, and conversion of motels or other real estate assets into permanent long-term supportive housing.

Projects like the Lewis Road Permanent Supportive Housing Project come at a time when Ventura County reports a consistent decline in homelessness, reflecting the county’s broader efforts to expand long-term housing access and supportive services.

Housing Project on Lewis Road

The housing development on Lewis Road will create 88 permanent supportive housing units for people experiencing homelessness.

Additionally, one unit will be reserved for a resident property manager who will offer on-site support and security.

The development will also have community gathering spaces and offices for case managers and support staff, to encourage a supportive and welcoming environment for residents.

The state funding will cover the project’s development and operating costs, according to Ventura County.

Located on county-owned land, the project is expected to be completed within 12 to 18 months following groundbreaking, according to project developer DignityMoves.

Ventura County collaborated with DignityMoves and Many Mansions to apply for the state grant, following a competitive procurement process earlier that year.

Many Mansions will be the long-term operator and leaseholder. Many Mansions also finalized a 49-unit senior housing development on the adjacent lot.

The 55-acre Lewis Road campus already includes Casa Pacifica, Linda Parks Park, Growing Works Nursery, and other projects.

The state funding required a local match. Gold Coast Health Plan committed $2.5 million to the project, while the Ventura County Board of Supervisors approved additional matching funds during a meeting in April 2025, according to the county.
