Two Los Angeles County men were arrested for committing organized retail theft from Ventura County businesses. The suspects led Thousand Oaks patrol deputies in a short vehicle pursuit, before detectives ultimately located and arrested both suspects in the San Fernando Valley. A discarded handgun was also recovered.
On April 3rd, 2026, at approximately 4:00 pm, Thousand Oaks Patrol deputies responded to the 2000 block of Teller Road regarding two suspects who exited the establishment without paying for concealed merchandise. Patrol deputies quickly arrived on scene and located the suspects in a vehicle, however the driver failed to yield and led deputies on a vehicle pursuit which was terminated in the area of Lynn Road and US Highway 101.
Shortly after, detectives with the East County and Moorpark Special Enforcement Units located the vehicle occupied by both suspects, traveling northbound on Highway 23. Detectives followed the suspect vehicle into the San Fernando Valley and safely took both suspects into custody with the assistance of officers from the Los Angeles Police Department.
Evidence was located in the vehicle that was determined to be stolen from multiple Ventura County retail stores. Officers with the California Highway Patrol later located a handgun, magazine, and ammunition on the shoulder of US Highway 101 near Rancho Conejo Boulevard, believed to have been discarded by the suspects during the vehicle pursuit. This handgun was determined to be stolen during a residential burglary in the City of Lancaster.
Hassan James and Charles Davis were booked into the Ventura County Pre-Trial Detention Facility, where both men remain in-custody on charges of 490.4(a)(1)PC – Organized Retail Theft, 2800.2(a)VC – Evading, and 466PC – Possession of Burglary Tools. Additional charges are pending for the discarded handgun.
