Law Enforcement Dismantles Large Commercial Sex Dispatch Center Including Two Brothels in Ventura County

Detectives from the Ventura County Sheriff’s Office Special Crimes Unit concluded a yearlong investigation into a large-scale commercial sex dispatch operation operating throughout California. 

During the investigation, detectives identified (S) Kebin Dong and (S) Wei Nie, both residents of Los Angeles County, as the owners and operators of an internet-based website that openly advertised commercial sex services. At one point, detectives identified more than 30 residential and hotel brothel locations operating throughout the State of California, including locations within Ventura County.

Detectives also identified more than 60 female profiles on the website, believed to be commercial sex workers operating at the advertised brothel locations. Dong and Nie facilitated suspected commercial sex buyers in scheduling appointments at these locations.

On February 11 and 12, 2026, detectives with the assistance from multiple law-enforcement agencies, including the Ventura Police Department and the Los Angeles Regional Human Trafficking Task Force, executed search warrants at several suspected brothel locations in both Ventura County and Los Angeles County. During the operation, multiple female victims of potential human trafficking were contacted and provided on-scene support and consultation by victim-service providers.

On February 12, 2026, Dong and Nie were taken into custody at their residence in the City of Hacienda Heights without incident. Both suspects were charged and booked into the Ventura County Pre-Trial Detention Facility for violations of the following California Penal Code sections, with bail set at $200,000 each: 

• PC 266h – Pimping
• PC 266i – Pandering
• PC 182 – Conspiracy
