Drug Trafficking Organization Dismantled in Ventura County

Detectives assigned to the Ventura County Combined Agency Team (VCAT) initiated an investigation targeting the drug trafficking activities of Alicia Estrada and Danny Zuniga, both City of Ventura residents.  During this investigation, Estrada and Zuniga were identified as drug traffickers responsible for the distribution of illegal substances to residents of Ventura County.

Through a several monthslong investigation, investigators learned Estrada and Zuniga would receive bulk shipments of methamphetamine, fentanyl and heroin from co-conspirators such as Los Angeles resident Oswaldo Beltran and City of Alhambra resident Alfonso Jimenez.  Once Estrada received the shipments, Estrada would supply local drug distributors such as Donald Adams, Kenneth Aldrich, Grant McKeen and others.  Adams, Aldrich and McKeen would in turn sell the narcotics to other street level traffickers and users. Zuniga would also disseminate illegal substances to drug users in Ventura County.

Detectives also learned that Estrada coordinated the delivery of a bulk amount of methamphetamine with Samantha Ruiz and Jasmine Reyes. Detectives identified Arlene Johnson as a drug courier, responsible for the transportation of methamphetamine from the Los Angeles area to Estrada in Ventura County.  Reina Arroyo participated in Estrada’s drug trafficking activities by facilitating the physical transfer of narcotics to customers at Estrada’s direction. 

During the investigation, detectives also identified Pablo Espinoza, a resident of Oxnard as a drug trafficker with ties to Estrada.  While conducting the investigation into Espinoza, detectives learned Ventura County Sheriff’s Headquarter Station Detectives also had an investigation into Espinoza related to a burglary. Headquarters Station Detectives and Narcotics Detectives collaborated closely and assisted one another throughout both investigations. Detectives obtained a search warrant for two residences associated with Espinoza in the 2000 block of Almanor Street in the city of Oxnard.

On May 15, 2026, the search warrant was served in the 2000 block of Almanor Street and detectives located evidence related to the burglary, narcotics, and an unregistered firearm. Espinoza was arrested for violations of Health and Safety Code Section 11378 – Possession for Sale of a Controlled Substance; Health and Safety Code Section 11370.1(a) – Possession of a Controlled Substance While Armed with a Firearm; Penal Code Section 29800(a)(1) – Felon in Possession of a Firearm; Penal Code Section 30305(a)(1) – Felon in Possession of Ammunition; Penal Code Section 459 – Burglary; Penal Code Section 487(a) – Grand Theft; and Penal Code Section 182(a)(1) – Conspiracy to Commit a Crime.

Based on the facts of this investigation, Detectives served 10 residential search warrants in both Los Angeles and Ventura Counties. Detectives seized additional evidence to support drug sales.  The case culminated with the arrest of 11 drug traffickers for multiple counts of drug trafficking, conspiracy to commit a crime, and firearm related charges.  Jasmine Reyes remains at large and has an active felony warrant issued for her arrest.  In total, Detectives seized approximately 20 pounds of methamphetamine, fentanyl, heroin, cocaine, MDMA, firearms and suspected drug proceeds. 

The Ventura County District Attorney’s Office filed criminal complaints on all 12 drug traffickers.
