DNA Testing Leads to Arrest and Charges in 1990 Oxnard Cold Case

Ventura County District Attorney Erik Nasarenko, Ventura County Sheriff Jim Fryhoff, and Oxnard Police Department Assistant Chief Rocky Marquez announced today that  Bobby Rollins Jr. (DOB 02/10/71), of Long Beach, has been arrested and charged with kidnapping  with the intent to commit robbery.

The arrest comes 36 years after Rollins is accused of committing  the crime in June of 1990. Prosecutors have further alleged he personally used a firearm during  the commission of the crime. Rollins also faces several aggravating factors, including that the  crime involved great violence and that the victim was particularly vulnerable when the crime was  committed. 

Rollins was arrested without incident in Long Beach on June 10, 2026, by District Attorney  Investigators with assistance from the Long Beach Police Department. 

“More than three decades after this violent kidnapping, advances in DNA technology and the  determination of investigators have led to the arrest of Rollins and justice on behalf of a victim who  never forgot what happened to her,” District Attorney Erik Nasarenko said. 

On June 11, 1990, Rollins and an unidentified accomplice approached the 18-year-old victim while  she was parked in a lot at the end of Perkins Road in Oxnard. At gunpoint, she was removed from  her car, robbed of her property and forced down an embankment, where she was allegedly  sexually assaulted by one of the men, now identified as Bobby Rollins Jr. Any possible charges  related to the sexual assault are unfortunately outside of the statute of limitations.

Following the attack, the victim was able to return to her car and drive away at a high rate of  speed. She crashed her vehicle into a light pole, about a half mile away, at the intersection of  Perkins and Hueneme Road. Witnesses to the crash assisted the victim, where she ultimately  received help from the Oxnard Police Department. 

Although evidence was collected in 1990, the forensic technology available at the time was unable  to identify a suspect. As a result, the case remained unsolved for decades. 

In 2021 and 2023, Ventura County received funding through the U.S. Department of Justice’s  Sexual Assault Kit Initiative (SAKI) program to test previously untested sexual assault kits and  pursue investigative leads generated through modern DNA analysis. 

“Because evidence was carefully maintained for more than 30 years, it was still available when  new DNA technology became capable of providing answers that simply weren’t possible in 1990,”  said Ventura County Sheriff Jim Fryhoff. “Our Forensic Services Bureau submitted the evidence for  advanced DNA testing and analysts were able to develop a male DNA profile, which was then  uploaded into the Combined DNA Index System (CODIS). The profile generated a match  identifying Bobby Rollins Jr., providing investigators with a critical lead that ultimately resulted in  his arrest.” 

Senior Deputy District Attorney Emily Reber, a member of the Ventura County District Attorney’s  Office Sexual Assault Kit Initiative Unit, is prosecuting the case.

Rollins is scheduled to be arraigned on June 12, 2026, at 1:30 p.m. in courtroom 13 of the Ventura  County Superior Court. Prosecutors will be asking for him to be held in custody without bail. Rollins  faces a possible maximum sentence of life in state prison, if convicted.
