Presentations & Consent Agenda

The meeting began with several presentations, including two proclamations for March 2026: one declaring Women’s History Month and the other declaring Youth History Month. The City Manager also presented a brief report on City programs, services and projects.

There were several routine matters on the Consent Agenda, which the City Council approved with a single vote. These included:

  • Allowing PG&E to relocate a power pole onto a small strip of City-owned property, which will help support the next segment of the Bob Jones Pathway.
  • Changing the cell tower lease at Laguna Lake Golf Course to extend it for up to 20 more years with increased annual rent plus a one-time payment for maintenance.

Council Gets Preview of Next Fiscal Year’s Budget

The City Council reviewed an early preview of the FY 2026–27 budget and provided direction to staff on steps needed to keep the City’s budget balanced as revenue growth slows and costs increase in the coming years. Staff presented an updated financial forecast and noted that the City will reduce spending across all departments by about $1.1 million, primarily driven by changes to consulting budgets and contingency funding.

This reduced spending will help balance the budget while avoiding layoffs and minimizing impacts to service levels. The Council also directed staff to prepare a Grant Agreement for $10,000 with Center for Dispute Resolution and appropriated $2 million previously held to be deposited into a Section 115 Pension Prefunding Trust  to instead be used to make an additional discretionary payment to reduce the City’s’ unfunded pension liabilities with CalPERS, and to close the 115 Pension Trust assuming it is cost neutral.
