Highway 101 is now open, so I am wondering why is the traffic from Carpinteria to Santa Barbara only going 3 miles per hour? The side roads were also only going 3 miles per hour. Can you give me any information as to why this is happening? Thank you.

Decades of onerous red tape for CalTrans to complete any highway infrastructure project have the 101 still at 2 lanes from Rincon to Cabrillo…then add in the aftermath of a natural disaster. No doubt it would be improved to 10mph at least if it was 3 lanes by now.
