The County of Ventura announced on November 12,2025, that it has received the 2025 Information Technology Excellence Award from Info-Tech Research Group, recognizing advancements in IT governance, operations, and service delivery.
The IT Excellence Award is based on results from Info-Tech’s IT Management and Governance Diagnostic, a comprehensive performance assessment tool used to evaluate and strengthen IT processes.
Ventura County earned this year’s recognition for its steady progress and measurable year-over-year improvements in IT management.
Terry Theobald, Chief Information Officer for Ventura County, thanked Info-Tech for recognizing the County’s IT advancements. He noted that since 2023, the department has focused on adapting quickly to evolving technologies.
This new strategy includes the implementation of a progressive governance framework, the integration of AI-based training for IT staff, and the development of a strategic plan highlighting technological innovation, leadership, and increased value for residents.
Over the years, the County’s Information Technology Services Department has made significant investments in modernizing critical systems and expanding secure, user-friendly digital tools for County departments.
Ventura County’s IT department has modernized its infrastructure by integrating new digital solutions that have helped it improve service delivery. It upgraded essential systems to improve cybersecurity and accessibility.
These efforts have helped Ventura County’s IT department to strengthen efficiency and improve the experience for both County staff and the public.

According to the Info-Tech website, the Info-Tech Awards recognizes achievements of both individuals and organizations in the field of information technology that display leadership, innovation, and significant impact in their IT.
According to Info-Tech, organizations qualify for the awards by showing measurable improvement across 50 key IT functions and demonstrating alignment between their technology initiatives and organizational goals.
