Tree and Plant ID’s

• Can someone tell me what the name of this tree is? The city planted a number of them street side a while back.

• Growing 4 miles up trails in Thomas fire burn scar. Never seen it before. What is this plant?

• This plant was a small starter 1.5 yr ago and is now significantly larger. I’ve included the Geranium start for size reference.  For most of the time it’s been the bluish-green star-burst shape.  This year it added the yellow-green blossoms that are actually large clusters of small cups w/ multiple red pods. I wonder if the yellowish clusters need to be trimmed at all?   The Name of this plant,  or any info would be most appreciated.  Thanks.
