THE USE OF MEASURE U FUNDS AT CARPINTERIA MAIN CAMPUS

The 2017-18 Santa Barbara County Grand Jury received a request to investigate the decision by the Carpinteria Unified School District’s Board of Education to allocate funds from Measure U, a bond measure passed in 2014, to a closed school.  The Grand Jury determined that the decision to use the bond proceeds was an allowed use under the terms of Measure U.  The Grand Jury also found that the Joint Use Agreement between Carpinteria Unified School District and the lessee of the Main Elementary School complied with the California Education Code.


The form and timeframe of the agencies’ responses are required by California Penal Code §933 and §933.05.  All Grand Jury reports and responses are posted on the Jury’s website (www.sbcgj.org). 

The Santa Barbara County Grand Jury is a basic part of government within the judicial branch.  The Grand Jury acts independently, yet is under the general control of the Superior Court Presiding Judge to assure that it acts in accordance with the Penal Code of the State of California.
