The City of Goleta will implement temporary resident-only parking restrictions during Deltopia weekend, part of a larger enforcement that follows the Santa Barbara County Sheriff’s Office sweeping crackdown ahead of the annual spring break street party.
With the measure, the city plans to protect neighborhoods near Isla Vista while minimizing congestion and improving safety during the unsanctioned event.
The temporary permit-only parking program is authorized under Resolution 26-05, allowing the city to enforce street parking limits in designated areas.
The restrictions will be in effect from noon Friday, April 3, to 7 a.m. Sunday, April 5, 2026. If the event is postponed, the same rules will apply the weekend of April 10-12, 2026.

The restricted area includes the University 1 and University 2 neighborhoods, including the Cannon Green condominium complex, from Hollister Avenue to the southern city boundary near Whittier Drive and from Cannon Green Drive to Storke Road.
The program is intended to ease neighborhood congestion, maintain access for residents, and reduce the impact of Deltopia.
Under the program, each household in the designated area will receive two parking permits by March 27. Residents are encouraged to write their license plate number on the permit and display it inside the driver’s-side window when parked on the street.
Vehicles parked in private driveways do not require a permit. Households with more than two vehicles can obtain additional permits with proof of address, insurance, or vehicle ownership at City Hall before April 2.
Guests are not eligible for permits. Daytime permits will be distributed to participants in organized activities at Girsh Park on April 4.

Vehicles parked on the street without a valid permit may be ticketed or towed. Signage and electronic messages will be placed in the area to inform residents of the restrictions.
Law enforcement will maintain a presence in the affected areas, and residents can report unauthorized vehicles to police.
Neighborhood roads will remain open for residents and emergency access. Officials encourage residents to use driveways or garages when possible to reduce demand for street parking.
City officials say similar programs in past years have helped minimize congestion and neighborhood impacts during Deltopia.
The parking restrictions are part of a broader enforcement plan led by the Santa Barbara County Sheriff’s Office.
The Sheriff’s Office has announced in February a zero-tolerance approach to alcohol violations, public intoxication, disorderly conduct, noise disturbances, and property damage.
A 72-hour amplified music ban will be enforced from April 3 through April 5 across Isla Vista and the Cove.
Additionally, the Isla Vista Foot Patrol’s Restorative Justice Program will be suspended for the weekend, with all enforcement actions forwarded to the District Attorney.
