Given the terrible human wreckage caused by heroin addiction, they should throw the book at him. It costs lives, not only of the user but those who love them and whom they ultimately are driven to victimize.

This problem won't stop until there are no more 'customers'. The users of this stuff need to be punished somehow whether that is imprisonment or forced rehab.

A pound of tar is a BIG seizure by Santa Barbara standards. Nice work! It’s amazing how things have changed since AB109 went into effect; prior to Realignment, these quantities were typically seized when local dealers had their connect drive it up from LA or Oxnard. Now the locals themselves seem to be keeping large quantities on hand. And there are far fewer detectives assigned to work these cases. It’s too soon to say for sure, but it’ll be interesting to see the long term impact of the quality of life for us on the south coast.

I would venture to guess that for the most part, Cops KNOW who the local dealers are... They just need the "OK" from the Command staff & District Attorney's Office to make bust(s).

Or more likely, they need a warrant or at least probable cause to search. Just "knowing" someone is dealing isn't enough. They pulled this guy over for a traffic stop, found the heroin and likely something else to allow them to get a warrant to search his house.
