I caught this screenshot while looking at the County of SB Fire Webcam site.

Lens flare created when a bright light hits the lens at a certain angle.
WHISKY - nope, it's clearly a large flying craft of some sort, using a search light (or possibly a tractor beam or death ray) to search for something. Given the coordinates and time of night, I'm assuming it was looking through the brush for either a) lost keys (likely for the space garage, since it's clearly under power) or b) stranded passenger. Furthermore, considering the elliptical rays emanating from the underside of the craft, it is using advanced sonar techniques to assist in locating whatever it's looking for. It's possible I'm wrong, but given my experience, I'm pretty sure I'm correct.

Sacjon is pretty-much correct. They were using a death ray; poaching deer.
This alienship was spotted from the ISS yesterday. Coincidence?

It is caused by an internal lens reflection of the bright light that is just out of frame at the bottom. Because this reflected light did not pass through all the normal lens elements normally, it is out-of-focus.
