State Issues Limited Stay at Home Order to Slow Spread of COVID-19 title=

In light of an unprecedented, rapid rise in COVID-19 cases across California, Governor Gavin Newsom and the California Department of Public Health (CDPH) today announced a limited Stay at Home Order requiring generally that non-essential work, movement and gatherings stop between 10 PM and 5 AM in counties in the purple tier. The order will take effect at 10 PM Saturday, November 21 and remain in effect until 5 AM December 21. This is the same as the March Stay at Home Order, but applied only between 10 PM and 5 AM and only in purple tier counties that are seeing the highest rates of positive cases and hospitalizations.

“The virus is spreading at a pace we haven’t seen since the start of this pandemic and the next several days and weeks will be critical to stop the surge. We are sounding the alarm,” said Governor Newsom. “It is crucial that we act to decrease transmission and slow hospitalizations before the death count surges. We’ve done it before and we must do it again.”

This limited Stay at Home Order is designed to reduce opportunities for disease transmission. Activities conducted during 10 PM to 5 AM are often non-essential and more likely related to social activities and gatherings that have a higher likelihood of leading to reduced inhibition and reduced likelihood for adherence to safety measures like wearing a face covering and maintaining physical distance.

“We know from our stay at home order this spring, which flattened the curve in California, that reducing the movement and mixing of individuals dramatically decreases COVID-19 spread, hospitalizations, and deaths,” said California Health and Human Services Secretary Dr. Mark Ghaly. “We may need to take more stringent actions if we are unable to flatten the curve quickly. Taking these hard, temporary actions now could help prevent future shutdowns.”

“We are asking Californians to change their personal behaviors to stop the surge. We must be strong together and make tough decisions to stay socially connected but physically distanced during this critical time. Letting our guard down could put thousands of lives in danger and cripple our health care system,” said Dr. Erica Pan, the state’s acting Public Health Officer. “It is especially important that we band together to protect those most vulnerable around us as well as essential workers who are continuing their critical work amidst this next wave of widespread community transmission across the state. Together we prevented a public health crisis in the spring and together we can do it again.”

COVID-19 case rates increased by approximately 50 percent in California during the first week of November. As a result, Governor Newsom and California’s public health officials have announced a list of measures to protect Californians and the state’s health care system, which could experience an unprecedented surge if cases continue their steep climb.

On Monday, the state pulled an emergency brake in the Blueprint for a Safer Economy putting more than 94 percent of California’s population in the most restrictive tier. The state will reassess data continuously and move more counties back into a more restrictive tier, if necessary. California is also strengthening its face covering guidance to require individuals to wear a mask whenever outside their home, with limited exceptions.

Late last week, the state issued a travel advisory, along with Oregon and Washington, urging people entering the state or returning home from travel outside the state to self-quarantine to slow the spread of the virus. The travel advisory urges against non-essential out-of-state travel, asks people to self-quarantine for 14 days after arriving from another state or country, and encourages residents to stay local.

LETMEGO exactly. That is why this is just like a power trip in my book. Most people are not milling about after 10 p.m. especially those with full time jobs. I do my food shopping later at night to avoid crowds and will continue to do so regardless as I believe that is considered essential. Considering most crowds and activities occur between 10 a.m. and 9 p.m. this "curfew" is dumb and ineffective.

When will our dictator realize that he can't mandate the virus away? Our response needs to come organically from the community, based on guidance from a variety of experts, and leadership from our politicians, not through orders and mandates. Especially when they come from politicians who don't abide by those same orders and are not backed up by publicly disclosed science and research. By continuing these unconstitutional orders (confirmed by recent court case against Newsome), especially when he's not following them himself, he's encouraging acts of civil disobedience and pushback against these infringements on our rights, which results in more, not less, higher risk behavior. Whether you agree with the measures taken or not, how these measures are implemented matter.

A lot of people are using this virus as an excuse to exert their control issues on others. Not just the politicians, but neighbors, friends and relatives. It is quite disconcerting. I don’t understand why people insist that we must all be under lock and key in order to keep THEM safe. They can feel free to stay home and hide for as long as they want. The rest of us can choose to take the risks. In the meantime, we should work to get Newsom recalled. We need a much better governor. One that at the very least follows his own rules.

I doubt that will ever happen. We hardly have enough police to deal with actual life threatening situations, much less perceived assaults. Your emotional problems, insults and control issues will not hamper my ability to enjoy MY life. As the old saying goes, “people who can’t control themselves, control the people around them.” So stay home, wear a mask and mind your own business.

GOLETARES normally I'd agree with you - if you want to take risks then that is your prerogative, as long as you're willing to live with the consequences. The problem isn't protecting you from yourself so much as it is ensuring that there is sufficient medical capacity in the hospitals to properly treat those who may need hospitalization, including those who are being careful and may catch it anyway and need help. I recently spoke to a guy who had this, picture of health, and he was in the ER for a day. So it's not so much that they are saying you can't do XYZ they are saying we need to keep this under some control due to the potential for overwhelmed hospitals, ICUs and insufficient staff/medical personnel.

Sorry for my typos from the phone Mac, looks like you knew who i was talking about. There are plenty of non-social media, science based studies and facts to counter the standard narrative , but that doesn't really matter here on Edhat when the typical response to my posts involve name calling and deflection vs. actual discussion. You should stay home, stay safe, wait for a vaccine and you'll be fine. Same goes for everyone else that encourages a response that destroys other people lives and livelihoods. Just stay home, you have that choice.

Willful ignorance as displayed in all these defiant comments is hard to correct, because it's not evidence based. That's unfortunate, but most people are smarter than that, luckily. It's too bad that the delinquents can cause the deaths of others through their intransigence, though.

Wear a mask when you're close to others, avoid large gatherings and eat Thanksgiving at home. Easy, just do it. Do whatever it takes (within reason) to help our kids get back to school, on the sports field and open businesses. Stop crying about it and be smart.

It is more like the Vietnam War where part of the population was hopped up on anti-communist propaganda (pro-shutdowns) and the others (anti-shutdowns) didn't like the sacrifice of our soldiers (small businesses and working class) in an hamstrung attempt to defeat communism (covid-19) so the politicians can stay drunk on power and the wealthy could feel safe and profit off war -- Amazon, Walmart, big pharma etc. have made BILLION$ this year, and the white collar jobs (those who got out of the draft) haven't missed a paycheck working at home--. Did it to any good? No. Did communism go away? Also no, and neither will this virus. It will become endemic, like every other corona virus, even with a vaccine, which may be needed each and every year, just like influenza, which is also endemic. Stay home, stay safe, that is your choice. Don't "draft" unwilling workers and small businesses into war they don't want to be in just so you can feel safe.

What a nonsense analogy, especially since you're arguing for money over lives. SARS-CoV-2 is many times more deadly than common colds and influenza (which is bad enough). That's why we vaccinate - to keep people from dying.

You can't seem to grasp that, in the long run, the open up policy results in even worse damage to the economy you are so concerned with. Sorry, but money is not the most important thing right now. Anybody with an ounce of analytical aptitude can see the pattern: Open up, virus explodes and people die, shut down, virus abates, open up, virus explodes and people die, shut down, virus abates. How many times do we need to repeat that cycle before you figure it out?

Because the stupid actions you favor may lead to the death of other people, it's not just a matter of your choice. Nobody can tell who is at risk, since a lot of the really deadly effects seem to stem from genetic differences in individuals as to whether they produce auto-antibodies to some interferons.

Wrong Mac, money = lives. Poverty /malnutrition = shorter life spans. There will more high school dropouts becuase of this, not having a high school degree leads to a shorter life spans. Developmental disorders exacerbated = shorter life spans. You are blind to the health related consequences of our response to covid. And the flu? imagine how deadly that would be each year I'd we didnt have a vaccine so yeah, I think flu w/ no flu shot is very comparable to covid. If you're able to work from home and still get a paycheck, you should have no say in how we respond to covid, JUST STAY HOME.

True, we could use a better social support system in this country for disasters, poverty, racial inequality, and medical care in general, but we're too obsessed with profit and the republicons block any attempts to improve things. I have a couple of Ration Stamp books from WWII which belonged to my grandparents in San Francisco if anyone wants to know how "personal freedom" was made to take a back seat to the war effort. The list is too long to mention here, but if you are not informed about the sacrifices that ALL Americans endured fro 1941-1945, you might not think that wearing a mask when away from your home and keeping six feet apart from people, and not congregating in large groups such an infringement upon your rights. This is a public health emergency, and your rights stop when they infringe on mine.

I've had it with these B.S. WWII comparisons. 85 million people died during WWII, or 3% of the WORLDS population in 1940, the equivalent of 234 million today. Nazis alone executed 8 million civilians F.F.S. There is zero comparison between covid-19 and WWII and trying to do so is an insult to those that lived through it. The greatest generation would have looked and covid and wondered what everyone was so worked up about. SB Barbarian I think you made your position clear with the last sentence - you're rights are more important than others rights. No one is preventing you from doing anything, you are the one trying to restrict others.

VOR - No one is comparing the death toll to WWII. It's about what we, as a nation, had to endure to support our troops fighting overseas. Yeah, wearing a mask is nothing like the rationing they had to do. That's the point. We all came together back then to do much more. People today cry and moan about having to wear a little piece of fabric over their face for a few minutes a day. Quit your crying. It's getting old.

VOR - it's masks, distancing, avoiding large gatherings, washing your hands, re-thinking your holiday plans, etc. What else? What is so tyranical? The curfew? Pshhhh that's nothing. Most cops won't enforce that. If they do, well, then oh well. It's an order related to the public health. It's really not a lot to ask of all of us. If it will help to get my kids back in the classroom and on the ball field again, then I'm happy to suffer some minor inconveniences. If cops start breaking up family holiday dinners and rounding up people on the streets after 10pm, then I might see your point. At this point, the only thing really REQUIRED is distancing and mask wearing. The others, while "orders" are toothless and I'm not too concerned about.
