Can anyone identify what these silver things might be?  They are approximately 3” long. I would love to know!

Thank you all for the interesting suggestions. Yes, it does indeed look like a Hookah Mouthpiece. Googling "antique hookah mouthpiece" gave me many images that seem to confirm this ID. Thanks so much!

Answers to all the questions - Blowing produces no sound of any kind, so not a whistle. There are no markings, no idea what country they are from, and no moving parts of any kind. Some additional pieces of information - they are hollow from the bottom of the stem all the way through to the top of the ball. He has 14 total, 7 of the 3" ones and 7 of the ones that are slightly larger. There are different gem stones on each of them (some duplicates) - some round and some oval.

Wow, lotsa good questions/ideas. Love the tiny magic pixie wands! Did get a laugh also out of the ice cream scoops - maybe for itty-bitty elf cones! Unfortunately, these are presently in my brother's possession, so I will have to contact him with the other points. Can one blow into them (whistle)? And all ladylagomorph's questions - markings, country, handles move. You guys are all good!

The ends are orbs, so one couldn't scoop anything with them and the loop on the smaller one would also preclude scooping.
