Trying to figure this one out.... ...Maybe,it was one of those work trucks I've seen over there?? .... Unless, it was a truck that figured out, a little too late, that they wouldn't fit under the bridge, and backed up....??? I've seen other cities with that same issue, and they installed several structures few miles before that underpass, so the trucks will know if they will fit .... What's taking SB so long to figure this one out? Reminds me of the Castillo fwy underpass, and the water issue. I saw youtube videos of concrete that absorbs hundreds of gallons of water, in seconds..... But, SB still went with the regular stuff, which failed. wasted a lot of money ..... till they finally got it right.

Or maybe an unlicensed truck driver who only knew how to drive cars and the Disneyland cars in CA Adventure.

Regarding the underpass, if the water table is higher than grade (which it is at high tide), permeable concrete will not help and actually would probably make it worse as water would have a path in. It needs a watertight concrete pour, which is difficult to achieve and especially to maintain, coupled with some sort of pump system. It is very, very cost prohibitive.
