Scanner Reports 2-27-19

By Roger the Scanner Guy

I asked a good friend of mine the other day if he was the person calling the police on the campers in the Cacique and Milpas street Underpasses. At least a half dozen times a day, police are responding to both places to illegal camping calls. He answered No, and then he told me where those calls were coming from while pointing East of the Cacique street underpass. The East Side is calling the police on the illegal campers in the underpasses, they are sick and tired of having to cross the street because the sidewalk is blocked of campers and their property among other poop and pee. He also told me the Mayor showed up about a week and a half ago to check on the situation, he told me that he told her how to solve the problem but she said that his idea was too difficult and expensive. His idea is to move the Homeless Shelter near a Sheriffs Substation because no one wants to hang out near the police department, according to him this neighborhood is just too inviting. There’s the Homeless Shelter that has rules keeping many homeless folks out, so where do they go? He pointed South: there’s the beach, two liquor stores, the Underpasses, and the weather isn’t too bad either. On top of that they don’t have to work, they make bank panhandling. He told me as others have that most of the people who are homeless are not from Santa Barbara, they are from other places and are put on buses to Santa Barbara because of the Homeless shelter on Cacique street.

I guess some people still believe that the Winter Shelter is still open. I checked one website I found by Googling Homeless Shelters in Santa Barbara, it said the Shelter has 200 beds available between December the first and March the 31st. It is my understanding that the Winter Shelter no longer exists but the website states that it does. Casa Esperanza aka PATH also has rules now you have to be sober to stay there, not any homeless person can stay there so these Folks get shipped here thinking they are going to have a place to stay and there is no place for them to stay. Sometimes I hear calls on the Scanner of homeless subjects refusing to leave the Cacique street shelter, that is what I have called it since the beginning. Not Casa Esperanza, or PATH though they are all the same place. Santa Barbara has 4 Homeless Shelters besides the one in the 800 Block of Cacique. There is Transition House, the Rescue Mission, and the Salvation Army. It’s interesting that Homeless shelters start out as Homeless shelters then, later on, become Sober living programs with restrictions against taking in those who drink alcohol or use drugs, that basically wipes out most of the Homeless Community as many Folks on the street don’t want to be Clean or Sober.

It is what it is so now I know who is calling the police on the Homeless Folks in the Underpasses, The East Side. Here I thought it was one or two people at the most, I guess if it was one or two people the Mayor would not show up. My friend also said That There will always be Homeless people there is no Cure for Homelessness some people prefer living outdoors. I have known that pretty much all my life knowing that all these shelters saying they are going to cure homelessness are actually keeping some people in, bread and butter, Homelessness is a Business. Some of the starting wages to work in some of these places are pretty good. That’s my MILPAS UNDERPANTS and I’m sticking to them.

  1. “Paranoia runs deep…into your life it will creep…there’s a man with a gun over there telling me I got to beware” of meth dealers doing business a homeless caretakers and other assorted villainies. Wow…reading these comments makes one feel that Alice’s rabbit hole is here.

  2. Check out the list of subsidized housing in town and tell us there isn’t a financial incentive to keep the homeless coming. Many of these are large and expensive developments intended to house those from off the streets, regardless of where they came from. When there was an uproar about the tiny houses on Carrillo, many were shocked to find there are a half dozen subsidized units within just a few blocks of the area with dozens more all over downtown. Sure would be nice if someone would pay my mortgage instead of taking money from me to pay for out of town vagrants.

  3. @ROGER, Not only are the people who help out at the homeless shelters making a little money, but the Administrators are making Big Money. Yes, “Homeless INC.” is a business that is a giant monster in Santa Barbara County… There are literally 100’s of City, County and State employees working under the guise of “Homeless Inc.” and these individuals are making BIG money, They depend on the “homeless” situation being active here in the County -their jobs depend on it. The biggest problem with “homeless” now VS back a 5 yrs ago is METH. Most on the street are using METH. It is supplied by our local GANGS who are supplied by METH made in Mexico and scrubbed “clean” here locally…
NO one wants to address and confront this. Why anyone would even try METH is beyond a normal mentality when it’s common knowledge how addictive it is.

  4. COASTWATCH. I agree about big paychecks depending on keeping homeless as an issue unresolved. There are also big “paychecks” for looking the other way with distribution of meth and other drugs. I’ve often wondered who gets those. After all, homeless are customers.

  5. Yes.
I worked for “Homeless inc” & what you guys say, is true & correct.
    It’s a huge money game.
That’s why, as I recovered from cancer treatments, I sat down & designed a “plan” that would DO what the Czars promised..what the cops & Mayor could or would not.
The problem will never end until we, the citizenry, end it.

  6. What nonsense from Coastwatch. The pay for people who work with the homeless is pathetically small. Many of those who do this are in fact volunteers. Housing and feeding the needy is not a profit center. Housing and feeding the rich is where the bucks are. Look at Trump’s world. Hugely expensive and profitable hotels, private golf courses, marinas for gargantuan yachts…the people who fund these things are the excessively rich and greedy. Any one manager of any one of these projects probably gets more salary and bonus money than all the non-profit directors in all of Central California annually. But why vilify people who are doing good deeds? What is the meanness that drives you? Please take some time to find out the facts and calm your soul.

  7. Maybe but those so call non profits made more than I ever did to me it’s alot of money. I have a local website that sends me information when jobs open up in these local Homeless shelters they get good Moola..Maybe a drop in the bucket to the wealthy and the greedy but SNOT a drop in the bucket for me. I remember the last guy who ran the shelter he and his assistant got alittle more which is why they no longer work there…
