Santa Barbara Police Officer Injured While Arresting Suspect

On July 15, 2020, at approximately ​6:45 A.M., the Santa Barbara Police Department responded to Santa Barbara City College for a report of a subject who was repeatedly trespassing at the campus.

Campus security advised Officers that the subject had a history of being aggressive toward SBCC staff members. Earlier that morning, security asked the subject to leave, and he responded with verbal threats.

Officers found the subject, later identified as 28-year-old Joshua James Segura, lying on the ground in front of a lecture hall. He was immediately hostile toward the Officers and disobeyed their verbal commands. Segura then fled. The Officers, hoping to de-escalate the situation, allowed him to leave the area.

At approximately 8 A.M., Officers were again dispatched call involving Segura. He had returned to the SBCC campus and was refusing to leave.

Upon arrival, Santa Barbara Police Officers found Segura across the street from campus in a Harbor parking area. When an officer attempted to detain him, Segura ran once again. This time the officer gave chase, ultimately catching him and pushing Segura to the ground.

Segura struggled violently in an attempt to avoid being arrested. During the fight, he grabbed the officer’s firearm and forcefully tried to pull it out of its holster. The officer was able to overcome Segura’s resistance and prevented him from taking the firearm. Segura was arrested shortly thereafter.

Segura’s level of resistance caused the arresting officer to sustain a lower-body injury while that officer was fighting to protect the duty weapon. That officer needed to be treated by medical personnel. The injury was severe enough that the officer was not able to return to work, pending further diagnosis and treatment.

Segura was booked for battery on an peace officer, resisting arrest by force, and other charges. He had been on probation for other prior convictions.

    Thank you, and we are praying fir your speedy recovery.
    And thank you for getting this guy off the streets, off SBCC & out of the beach area where my children spend time. There are plenty of thee types of criminals livin* in 5he bushes behind SBCC & no one is doing a thing about it.

    Who wants to defund the police? Mr Segura wants to defund the police. Perhaps we should listen to Mr Segura, while you’re at jus5 give him your wallet, he wants that too.
    Thank you SBPD, very brave if you especially in this political climate. We citizens of SB, the hard working honest majority of SB thank you.

  2. Well crafted “story” by the police. I’ve read the write ups for interactions I have witnessed and they are so far from the truth that I never believe them anymore. Either way, glad they tried to at least deescalate initially. I wonder if they dispatched one of the social workers. Guy is clearly not in the right state of mind.

  3. “Right state of mind”, grabbing the officers weapon. Is that the dresser now for a suspect grabbing at an officers weapon?
    Deescalate, allowing a repeat offender, “ subject had a history of being aggressive toward SBCC staff members.”, a repeat trespasser on City College to leave the area after being hostile towards the police and verbally threatening the a City College security.
    Let me guess, you feed your kids ice cream at midnight if they whine and throw a tantrum,
    This guy had no respect for Campus security and no respect for police officers.
    That is the problem with society making excuses fir people who do not respec5 our peace officers.
    And you want to send a social worker in, right. How do you think that woukd’ve been different. The social worker would have sat with the guy, lit a joint, and both would complain about “the man”, he’d sympathize with Mr Segura and magically he’d stop trespassing and stop being aggressive towards City College staff and be polite and listen to authority?
    Is that your plan?
    At what is breaking the Kaw, breaking the law? At what point do we start respecting authority? When we “feel” the authority is right? Sounds like “confederates” disobeying the laws of our land. You support the tearing down of confederate statues, but support people who disobey our laws. Make up your mind, are you conspiring against this country trying to inspire a civil war?

  4. SBLETSGETALONG – it’s funny that your comments do not match your handle as you definitely do not want to get along. Stop blaming BLM for systemic racism and an institution that habitually lies and targets people of color. The police department put out this press release and it matched their narrative. We have no way of knowing if its actually the truth but we’re forced to believe it. I could also read this as a police officer attacking an innocent person and tackling them for no reason. For what crime? Trespassing?? How many dads take their kids through SBCC. Are they tackled? And he said the suspect was reaching for his firearm. Who in the hell even knows where a firearm was located on a cap. He was probably just flailing his arms trying to get away under the weight of a large man wearing gear. Cops can’t be trusted. Its not the cops fault, its the institution and that needs to change.

  6. Personally I think this social worker thing is going to flop most of them are either going to be too afraid of dealing with the criminal or they are going to become their bitch. I was violent when I was younger and I know this because I did it and I saw many others do it…This social worker thing is going to be a Hay Day for criminals..I used to know a staff member at SBCC with the same last name I wonder if maybe this guy is a Grandson….If they defund the police and hire social workers buy a gun to protect yourself hire a police officer or former police officer to teach you how to use it and gun safety because the social workers WILL NOT PROTECT YOU.

  7. I’m not sure you know how it works. Social workers are dispatched with police officers to respond to crimes like this. This practice has had tremendous success in other areas to the point that Santa Barbara started to adopt the practice before the murder of George Floyd and according the the SBC Board of Supervisors meeting, it has been extremely successful. It’s a practical solution to a real problem in policing. And it’s working!

  8. I was skeptical about the idea at first too. A friend of mine is a social worker with a police department in San Diego. She said she wears a bullet proof vest just in case. Thankfully, no incidents for her in the 3 years she has been doing it.

    stop…just stop. why don’t you actually do some research in what the defunding actually means rather than make a knee jerk reaction. Defunding is more about demilitarizing the police, not ending policing…..SMH. I have several friends on the SBPD force and back them up. Defunding removes millions allocated for things that they really don’t need,, and we do not need to further the police state mentality., we need policing, not military and batte field gear worn by cops.

  11. Current use of “snowflake” comes from today’s K-12 education model that every child is unique and special, like a snowflake -and no snowflake is like any other. Then these specially coddled kids hit the real world demanding special treatment like they were promised in K-12, and the results are less than positive. Hence the current use of the word – continuing to demand special treatment, but do meltdown easily when real life does not offer this on demand. Let’s say the “self-esteem” movement for children that started about 10 years ago, needs serious re-evaluation.

  13. Is that the direction of the chief- that if they are not compliant and flee, criminals are allowed to go to de-escalate the situation? Seems like bad policing to me. Could have sent a social worker to the first call, and then armed police to the second one. Also seems like a good situation for a taser.

  14. The whole story as I read it had Mr. Segura lying in front of the Lecture Hall just before 7am. The first thing I thought of was, perhaps the man wanted to listen to the lecture for free?? The 2nd time, I believe was in front of the SAME lecture hall just before the hour. Why on earth would a ‘druggie’ be so interested in sitting in front of a lecture hall (this hall has it’s windows open all day) unless they wanted to hear what was being said? Why not go somewhere else?? College isn’t free! Also agree with poster saying Mr. Segura probably wasn’t ‘reaching for his firearm – I would too have NO idea where a cop keeps his armaments! I too would be trying to get free of some big guy on top of me! Remember, always two sides to every story! Always! These days, a person of color gets angry when being accused of doing wrong. Don’t blame them. I like the idea of security being accompanied with mental health worker. No accusations…just questions. “Hey guy, what are you doing here? Waiting for lecture to start. Oh, ok.” and LET THE MAN BE!!

  15. I agree. We have to have laws and people have to respect them. You’re a fool if you think otherwise. Our local police aren’t “the problem”, and defunding them is an absurd idea. Try a ride along sometime and see first hand the kind of crap they have to deal with daily. It’s real. Break the law, and there must be a consequence. I think a lot of those who want to say screw the cops and defund them have little to lose, I’m not sure what they’re thinking. But everyone has something to lose. This clown needs to stew for a while behind bars and think about what he’s doing.
