Santa Barbara Police Arrest Fleeing Felon

On February 4, 2021 at approximately 9:45 P.M., a Santa Barbara Police Department specialized team conducted a premise check on a business in the 3600 Block of State Street.

In the parking lot, Officers identified a previously reported stolen vehicle that they believed was unoccupied. As Officers approached the driver’s side of the vehicle, they observed a male reclined in the seat in an attempt to avoid detection. 

After receiving verbal commands to exit the vehicle, the driver, Santa Barbara resident Julio Ochoa, age 29, began to reverse his vehicle into the unoccupied patrol vehicle. All of the officers had to quickly get out of the way to avoid being struck by the vehicle.

After striking the patrol vehicle, Ochoa then attempted to drive his vehicle over a small cement wall in an attempt to flee. He subsequently collided with another parked vehicle. One of the Officers was able to break the driver’s window of the suspect’s vehicle and utilize his Taser to stop the ongoing and deadly threat.

No Officers were injured in this incident. The Police vehicle sustained major damage and had to be towed. Ochoa sustained minor injuries as a result of the collision.

Ochoa was booked into Santa Barbara County Jail for 245 PC, 10851 CVC, 11364 HS, 594 PC, seven arrest warrants and a parole violation.

  1. Wow, what next? It’s a real shame we do not currently have real penalties for criminals like this. This clown should be locked up for a long time. But hey, around here it looks like we’re getting stuck with letting these kind of fools go right back into action. Between the ‘defund the police’ crowd and the clueless priorities of elected officials, well…that’s where we are. Rules and Laws matter. Law enforcement is necessary.

  2. Other than that he is an all around great guy…. and due to emergency status was released without bail within 35 seconds of arriving at county jail… I’m curious if anyone will post photos of the scene and talk about how they never expected this in their sleepy little town

  3. There are kooks on both sides, I don’t paint conservatives I know as delusional Capitol rioters and looters. Same as the overwhelming majority of liberals don’t want to completely defund police, or replace cops with vegan drum circles, or whatever the stupid alternative of the ultra liberals is. Reasonable folks in the “defund the police” crowd want to reallocate funding. There is very little justification for law enforcement to own military-grade armored personnel carriers and grenade launchers (local cops have multiple of both). The same money could be spent on a mental health program that isn’t a mean joke, or on more officer positions for community policing that actually works.
