Santa Barbara County Supervisors Formalize Response to Increased ICE Enforcement

The Santa Barbara County Board of Supervisors on Tuesday approved a package of actions aimed at protecting immigrant communities amid heightened federal immigration enforcement under the Trump administration. The board voted 4-0, with Supervisor Bob Nelson abstaining.

The updates add language to the County Legislative Platform under the issue of Immigration Reform that was requested by the Board on July 15, 2025. The Legislative Platform is used to guide County positions on legislation and programs at the state and federal level.

The update will include a policy to prohibit face coverings by officers during public operations and require clear identification of officers and their agency affiliations. Supervisors also allocated $340,000 for legal and mental health support for youth impacted in immigrant communities, and signaled plans to pursue legal action, including joining ACLU lawsuits against U.S. Immigration and Customs Enforcement (ICE).

Board Chair Laura Capps said federal authorities have not provided basic information about local detentions and has invited ICE representatives to speak during hearings, but has yet to receive a response. The board also requested the Sheriff’s Office provide after-action presentations on detentions and regular reports to improve transparency.

The action updates the county’s legislation to support immigrant families, call for greater transparency with federal enforcement, and formally advocate for immigration reform that improves the current system and enhances coordination with various agencies. It also reaffirms commitments against unlawful search and seizure and urges the federal government to reinstate policies limiting immigration enforcement in schools, hospitals, and places of worship.

Community pressure has mounted in recent weeks, with residents and nonprofits reporting a sharp increase in arrests and visible ICE operations across Santa Barbara, San Luis Obispo, and Ventura counties.

On July 10, 2025 federal agents conducted an immigration enforcement operation at Glass House Farms, a cannabis business in Carpinteria. The operation resulted in the reported detention of ten workers and the deployment of smoke grenades near a crowd of 100-200 community members who had gathered in protest.

“The scale and tactics of the operation, including the use of military-style vehicles and personnel, raised concern among local residents, public officials, and community leaders. The incident prompted calls for discussion and review by the Board to assess the impact on the community and determine any appropriate response or support for affected residents,” the county report states.

At the July 15, 2025 hearing the Board received a report on the recent, local activities conducted by ICE. The Board directed staff to return at a future meeting with specific actions, including an update to the Legislative Platform; actions to support state legislation Senate Bills 627 and 805; and an internal policy regarding sharing of information with ICE. The Board approved support for Senate Bills 627 and 805 on August 26, 2025.

All supervisors supported the platform updates, though Nelson abstained, citing concerns about politicized language stating there are some things he “can’t support.”

  1. Way to go, Supes! It’s nice to see more municipalities standing up for their citizens. ICE agents have no excuse to cover their faces and refuse to show agency ID. Even SWAT and DEA task forces ID themselves. If you are too scared to show your face while ripping parents from their kids in public because they are brown, then you at least have to visibly ID yourself. There have been numerous instances where people have been kidnapped, robbed and/or beaten by ICE impersonators. Yeah yeah, BASIC, I know you’ll say “no one is doing that” so I’ll stop you right here. It happens.

    While I doubt ICE will be complying with our local laws (they don’t even comply with our Constitution), it will be interesting to see how this gets enforced. How cool would that be to see our local LE out there writing tickets for non-compliant ICE scum!

They want to collect their $50k bonus from the government and get their license to beat immigrants, attack protesters and take away our constitutionalrights. The fascist goon squad is running amok.

Supporting political violence when it is your side isn’t an opinion. Those things have names and they’re exactly the words people here aptly use to describe you. Learn the words.

          And no, Snowflake. We’re not the “minority.” You are. Don’t forget that. Just because we have no political power whatsoever right now, at this time, doesn’t mean the majority agree that what’s happening is wrong. Look up the approval ratings. They don’t lie, unlike you.

        • Those words have definitions, though. They’re not just random epithets for differences of opinion. And when people’s comments have characteristics that meet those definitions, then they are the most correct descriptors of those comments.
          You could make an argument, however, such as “well even if a person *says” something fascist, that doesn’t necessarily make them an actual fascist”, and in that specific case your argument would have a tiny shred of merit. Similarly with calling someone a “Nazi”. It’s hyperbole, obviously, the Nazi political party is no more. But when someone supports our government rounding up and imprisoning people based on nothing more than the color of their skin or their accent, the term definitely has some historic validity, because that’s one of the things Nazis were famous for, along with slavish, cowardly obedience to a fascist *and* racist bully tyrant.
          However, if that same person who supports rounding up and imprisoning people based on what we commonly call racial features is called a racist, it is 100% accurate and not hyperbole at all. Using governmental power to harm and oppress people in a certain racial category is pretty much what defines “racism”. See how simple and accurate that is?

          Oh look, I see you do support that, in one of your earlier comments. Therefore it is accurate to call you a “racist”, because you support government actions that punish people for having certain racial features. You don’t have to use the n-word to qualify as a racist, and it’s not even remotely about a difference of opinion. It’s a word that accurately describes you, based on your own comments.

He was joking about the MAGA morons rushing to blame the left and start threatening civil war and all the violent rhetoric they spewed.     • Being over simplistic and arrogant is not the same thing as being clever or helpful, because you didn’t “educate” anyone here. You simply made the point that we -meaning local jurisdictions- shouldn’t legislate anything that challenges, disagrees with, or conflicts with federal law. You made this point by way of stating that we don’t have any power, so we should just give up, and because in this instance you happen to agree with the practices of DHS, even the ones considered racist and anti-American by many well educated people. You are advocating for what is called “obeying in advance”, one of the essential enablers of transitioning to autocratic tyranny.

      I know about the Supremacy Clause of the US Constitution, which you are referencing although not by name. I also know that it has been successfully challenged many times in court, as evidenced by recreational cannabis laws, abortion rights, educational practice laws, environmental laws, election laws, and workplace safety regulations. All of these and many other types of legislation vary by state.

The ICE agants are just following congressional laws on detaining and deporting those here ILLEGALY. The legal immigrants here have no reason for concern.     The majority of the legal immigrants in this country support the deportations. . They will continue, masked and unhindered by this largely symbolic gesture….

      Why are you OK with them being masked and refusing to identify themselves? Can you answer that?

    • CHUNT and ZIPS and BASIC – let me help you out here. A state can ABSOLUTELY pass a law that results in requiring federal agents to do or not do a certain thing if it does not ONLY target federal agents. For example, speed limit laws. All law enforcement are required (under non-emergency circumstances) to follow a state’s speed limits, from local PD to the FBI. You can’t seriously dispute that.

      So, like the CA bill and the many other states passing similar bills, this bans ALL law enforcement from wearing masks AND refusing to ID their agencies. This makes it much more likely to pass Constitutional muster. Then again, we have a bought and paid for SCOTUS, so I doubt this will go anywhere sadly.

      Personally, I think they should at least require agency ID as that has no reason to be denied. Problem is, when ICE is out there in plain clothes AND masks and refuse to ID themselves when asked, people impersonate them and innocent people get hurt or killed. It’s happened.

      So, in short, this law could absolutely be Constitutional and successful despite your incorrect claims that federal law always trumps state law. Will it? I hope so to some degree. The consequences are too dire to allow what is going on to continue.

  5. It does come across as “theater” for the most part as local authorities won’t be able to make the feds comply with these measures. This theater looks good in print and in future tv commercials, but bottom line is that it won’t change a thing. Just like Sen. Padilla is now making the most out of the incident where he was forcefully removed from a press conference. He made a weak attempt to resist, but was shoved face first into the ground, cuffed, and basically put in the corner for a “time out.” Not my kind of hero, but Padilla is a hero for his antics. Go figure.

  6. Yin Yang: Thanks for posting! Jon Stewart is one of the most gifted comedians the US has ever produced. Flawless delivery with perfect timing…reminds me a bit of Jerry Seinfeld “back in the day.” The good thing for the viewing public is that Stewart has at least three years of funny material to deliver. Everyone should get out the popcorn to enjoy this comedic genius and national treasure.

    • GeneralTree: Keep in mind that Stewart has been a leading vocal critic of how Target and other large corporations handle their marketing during Pride month. Highly doubt Stewart will be canceled or “disappeared” (as you say) for whatever reasons that are being imagined. The vid proves that he’s not going off air any time soon…thank goodness. What WILL take him off the air (like Colbert and Kimmel) is losing money….that’s your bingo moment. No need for us to feel overwhelmed. Adopting a positive attitude can make a world of difference in our lives rather than looking at everything we even slightly disagree with like it’s the end of humanity. Shoulders back! Chin up!
