Week of April 25-April 29: SB city council and advisory committee meetings.  

A long-time Edhat subscriber, hoping for more public participation in our local government, thought it would be helpful and interesting for the community to have a weekly listing of selected meetings, those of possible city-wide interest. We agreed. Please tell us what you think, good idea? waste of time? want it to continue but with more than Santa Barbara city? There were requests for coverage of Carpinteria and Goleta; volunteers to do that and/or County meetings, please contact info@edhat.com.

This weekly volunteer Edhat listing includes City Council and selected advisory committee meetings. According to Council dictates: Santa Barbara city advisory committee meetings now are in-person. Only the Council will have a “hybrid” access, in-person and via Zoom, enabling those unable to attend Council meetings in person to speak their concerns via Zoom. Individual departments, however, are making their own choices to enable hybrid or not; check the listed agendas for access information. Locations: City Council chambers upstairs at City Hall, 735 Anacapa Street; David Gebhard Room, 630 Garden Street, or where noted.

MONDAY, 4/25

TUESDAY, 4/26

City Council Finance Committee, hybrid, DG Room, 12:30 p.m., Agenda and registration; Recommendation: That Finance Committee hear a report from staff on General Fund non-departmental revenues, including growth assumptions, in connection with the Committee’s review of the Fiscal Year 2023 Recommended Budget.

City Council, regular meeting, 2 p.m., hybrid; Agenda, included access instructions and a link to the Council’s 253-page agenda packet, with Minutes from March and April, 2021.

THURSDAY, 4/28

Planning Commission  joint meeting with the City Council, 9 a.m. in person at the DG Room; Agenda, with link for participation via Zoom; Work Session: Subject: Housing Element Update Requirements And Goals(650.06) from the Staff Report: “This work session focuses on the Housing Element update, with an overview of the State’s requirements, the process and proposed timeline to complete the work effort by February 2023, and a list of staff’s recommended Housing Element goals for review and approval.

Fire and Police Commission, 4 pm, at Fire Station 1 / EOC Classroom 121 W. Carrillo Street, SB, no video and no recording listed. Agenda, Police and Fire updates and, Item 9, presentation from John Doimas, Assistant City Attorney, “re: charter & authorities of the Fire & Police Commission.”

FRIDAY, 4/29

City Administration closed, a bi-weekly happening.


Last week, the April 22, too late for last week’s Edhat posting, 8:30 a.m., Faulkner Gallery, Public Library, joint HLC/de la Guerra Plaza Revitalization Design Advisory Committee meeting was recorded. As of Sunday morning, it remains a dead link. Keep checking! Searching City TV’s programming, we have found scheduled showings at 10 pm, Tuesday, 4/26, and again at 9 p.m., Friday, 4/29. Showing community interest in and concern for the historic center of Santa Barbara, posted are 26 public comment letters, linked here. There’s no mention at all that there even was a meeting on the dlGPRDAC‘s web page.

BUDGET HEARINGS SCHEDULE, fiscal year 2023, link. These are work sessions and public hearings, with a chance for the public to speak. City Departments will be presenting their annual budgets to the City Council starting in early May with final consideration on June 21.

Not listed is a link to the Ralph M. Brown Act (“Brown Act“), “In enacting this chapter, the Legislature finds and declares that the public commissions, boards and councils and the other public agencies in this State exist to aid in the conduct of the people’s business. It is the intent of the law that their actions be taken openly and that their deliberations be conducted openly.”
