Santa Barbara Citizens Independent Redistricting Commission Meets to Recommend Improvements to County’s Redistricting Process

The County of Santa Barbara Citizens Independent Redistricting Commission (CIRC) will finalize its recommendations for county redistricting process improvements at its virtual meeting on Monday, May 23, 2022, at 6:00 p.m.

During the first quarter of 2022, the CIRC issued a public survey to solicit feedback from the public and CIRC commissioners. The survey requested information regarding the first county redistricting process since the passage of the voter- approved Measure G. Measure G changed the process for the decennial revisions to the districts used to elect members of the Board of Supervisors.

While it is not within the scope of the current commission to enact any CIRC recommendations made at its upcoming meeting, the commission seeks to acknowledge redistricting process challenges and share potential adjustments to the governing ordinance or operational procedures of future commissions. The County of Santa Barbara CIRC was formed in December 2020 to establish electoral district boundaries in Santa Barbara County for the next decade as part of the decennial redistricting process. The independent redistricting commission model was created as a result of a County initiative, and it was among the first of its kind in California. The Commission was made up of 11 members–two from each district and one at-large member. The Commission led the charge in gathering public input from the community, including draft map submissions. By the end of the process, the Commission received 109 draft maps submitted by the public and five maps submitted by the Commission’s demographer–the National Demographics Corporation.
