It's kind of a murky issue because such a wide range of vehicles in varying conditions, for various uses is involved. There's also the issue of obstructing views of on-coming traffic to be considered. Living in an area with a lot of other people means giving up some degree of autonomy whether it's dogs running loose, loud music in the wee hours, renting out an RV in your driveway or running an auto shop there--even just making it impossible for your neighbor to get out of his driveway safely. That's why some people move to sparsely populated area in North Dakota or New Mexico.

PITMIX - If an RV or a boat on a trailer parked in the driveway of someone else's property is as offensive to your sensibilities as a 12 story apartment building on the same property, then maybe you shouldn't leave your gated community today. There's some unpleasant sights to see in a city ;) Also, the prohibition of parking RV's etc, is not a "land use rule," it's purely an aesthetic ordinance to be enforced only upon complaints by nosy, overly sensitive neighbors.

Either it's a free-for-all libertarian paradise, or there are land use rules to prevent residential neighborhoods from becoming storage yards and high rises. On the westside there is a corner residence that now parks 8 landscaping trucks in their backyard and additional trucks on the street. The City has known about this since last summer and done nothing about it. So feel free to do whatever you want with your property.

In the unincorporated county, you cannot park your RV in the drive way or anywhere in the public view. You can park an RV behind a solid fence as long as it is not in the front easement/yard. You must move an RV on the street within 72 hours. No trailers on the streets for more than 24 hours. No trailers, boats, etc. on the front lawns or in the driveways. I think most cities have the same restrictions. People who buy RVs, boats, etc. need to know the rules and be ready to pay to store. If you can't afford to pay for storage, you should think twice about buying RVS/boats/trailers or move on to ag. land.
Why shouldn't a homeowner, who pays property tax and a mortgage, not be able to park his/her RV or trailer in his/her own driveway on his/her own property? Are there any safety issues? Or, is it just a lot of nosy, snobby neighbors complaining because they don't like to see middle class toys?

SB City has a 48 hr limit on parking your vehicle in your driveway. This is to stop people from storing cars in their driveway. Only enforced if someone makes a complaint. Goleta probably has something similar.
There is no street parking there and it's actually in a circular D/W which basically is the front yard. So it's all good legally and pretty much unseen from the road.
