They off gas the H2S and burn it because it is very deadly(1 inhalation of H2S closes down your lungs),so they burn it off on the platforms, or like the La Conchita perpetual candle.

I'm assuming this is for one of the operating offshore platforms. I have checked local news outlets, cannot find anything on this, pretty sure an explosion would be on there by now.
If this is a flame they see from an offshore platform, it is likely the burning of natural gas pocket to protect against the dangers of over-pressure if one is encountered during the drilling process. I have seen it during the day time too.
There is a similar flame (although I think it might be for different reason/process), but still a product of oil/gas companies, along the NB 101 as you pass La Conchita, definitely seen at night, and still freaks me out, thinking it's a brush fire.
