There are many free plant ID apps which are fun to use, such as Picture This, Leafsnap + my absolute favorite: iNaturalist, which can also help with identifying insects, flowers, birds, mushrooms - almost any animal or plant that you come across - even those I found when traveling in New Zealand! Additionally, photos + IDs you add to iNaturalist will become part of a database that allows anyone free access + use of its contents. Hooray for Citizen Science!

Kane is right, and looks to be Texas Privet. Ligustum japonicum 'Texanum. It's in bloom all over town.

My experience of privet is that it has a strong, sickly-sweet smell. Too much for me.
