It it a question of whose responsibility it is to clear away the homeless encampments on the tracks? Is it AMTRAK right of way or city property? The people and their "possessions" are a hazard and just as Lompoc made a deliberate push to get the vagrant camps out of their river area we need to get these people gone. No more warming fires, cooking fires, or things pushed onto the tracks.

As has been stated here numerous times...it is Union Pacific property. They have nowhere close to the resources to police all the trespassers in their thousands of miles of system. Ride ATK just to LA, it's endless miles of the same. They clear it out and while clearing 2 cities away the others are back. SB City Police have the authority to eject or arrest them locally, same as if they are on our property, if they don't do it nothings going to change.
