For the past couple of days, there has been a white male with a buzz cut (the other day wearing shorts, yesterday wearing a blue colorful shirt) walking at the City Hall Lot looking at parked cars and holding a clipboard. Every once in a while, he’ll write on it.
Does the parking meters staff have undercover staff checking City Lots? Is he impersonating a City Staff?
