The Santa Barbara County Sheriff’s Office has announced that effective at 12 P.M. on Wednesday, January 24, 2018, evacuation orders and warnings will be lifted for parts of Montecito. Additionally, the U.S. 101 on- and off-ramps for San Ysidro Road, Olive Mill Road, Sheffield Road and Evans Road will be open beginning at 12 P.M. today.

For entry into this last area, please use U.S. 101 to San Ysidro Road to N. Jameson Road. The following U.S. 101 on-ramp/off-ramps are scheduled to reopen today:

  • U.S. 101 NB Evans Ave. on-ramp
  • U.S. 101 NB at Sheffield Drive, San Ysidro Road and Olive Mill Road off-ramp
  • U.S. 101 SB at Sheffield Drive, San Ysidro Road, Olive Mill Road and Hermosillo Road off-ramp

NORTHBOUND U.S. HIGHWAY 101 OFF RAMP AT HERMOSILLO ROAD IN MONTECITO NOW OPEN/MOTORISTS TO ENCOUNTER VARIOUS LANE/RAMP CLOSURES

The northbound US 101 off-ramp at Hermosillo Road is now open as of Tuesday, Jan. 23 at 2 pm.  In addition, Caltrans has announced the US Highway 101 northbound and southbound off-ramps at Olive Mill Road, San Ysidro Road and Sheffield Drive will remain closed in the Montecito area to allow for trucks and emergency vehicles to easily access these areas for debris removal and for local residents to return to the area following the recent major landslide and flooding.

The northbound US Highway 101 on-ramp at Evans Avenue in Summerland will remain closed indefinitely in support of this emergency response.

Motorists will encounter intermittent overnight lane closures on US Highway 101.  These closures will allow Caltrans to continue with the cleanup in the area.  No daytime lane closures are expected.

Caltrans reminds motorists to move over and slow down when driving through highway construction zones. Caltrans posted on their Twitter page that as of noon, Highway 101 is fully open in both directions. 

Officials emphasize the need to be alert to continuing truck traffic and the ongoing presence of heavy equipment. To ensure safety during recovery operations, which require more than 200 large trucks merging on and off the highway, drivers are asked to exercise extreme caution. Traffic on Highway 101 is expected to move slowly in both directions. Motorists should be prepared to travel at slower speeds than normal. It is important that everyone be patient and courteous to their fellow drivers.

Drivers are urged to maintain safe following distances and allow extra time to reach their destination.  Motorists are encouraged to travel Hwy 101 at non-peak commute times or avoid Monday if possible. Commuters may carpool or use public transportation, including Amtrak (http://pacificsurfliner.com/Service-Alert/), until traffic patterns return to normal.

Highway 101 will not be re-opening on Monday and it’s unknown when the road will be clear, reports California Highway Patrol during a press conference on Friday evening.

While Highway 101 in Montecito will remain fully closed to any through traffic, Caltrans has opened a segment of the southbound lanes of Highway 101 south of Summerland at Padaro Lane to assist with traffic management and emergency vehicle access during this crisis.

Northbound lanes remain closed at Highway 150 near Carpinteria, still allowing for access to Carpinteria on Via Real and Carpinteria Avenue. 

While crews are working on an alternate route, the current estimate for a full opening of Highway 101 in Santa Barbara County is unknown.

Both directions of US 101 remain closed from the junction of State Route 150 to Milpas Street in Santa Barbara County due to mudslides. All through traffic is advised to use State Route 126 to I-5 as an alternate route. Local traffic can get into Carpinteria from the south if they exit at State Route 150, but cannot get to Santa Barbara.

Water, mud and debris continue to move, hampering Caltrans progress in clearing US 101. The creeks and exit paths for water are clogged due to downstream blockages and much of the water is not dissipating and receding as hoped. Additionally, the US 101 area remains a disaster rescue and recovery zone.

“We are working with other agencies to remove blockages and restore US Highway 101. We are also coordinating with agencies to aid in rescues and provide a pathway through”, stated Sara von Schwind, Caltrans District 5 Deputy District Director of Maintenance and Operations.

Our current estimate for opening U.S. 101 is midday on Monday, January 15, 2018.

Officials are advising residents to stay off the roads, especially Highway 101 and any roads in Montecito. Highway 101 is closed from Montecito to Ventura.

Update by Ventura County at 7:45 a.m.

With this closure, along with the closure of northbound US 101 at S/R 126, and closure of the southbound US 101 in Montecito, motorists are advised to avoid the area entirely. There is no viable route to get from Ventura or the Ojai Valley to the Santa Barbara area at this time. There is no ETA for the reopening of the highways.  

Update by Santa Barbara and Ventura Counties

Santa Barbara County residents are urged to STAY OFF OF THE ROADS to allow emergency operations to take place in areas impacted by the storm. Take protective actions to stay safe which may include sheltering-in-place or seeking high ground, avoiding power lines and trees, staying off roads and highways, and do not attempt to drive across flowing water or mud. Thank you.

Motorists traveling US 101 northbound will be diverted onto eastbound S/R 126 to Interstate 5 north. 

There is no ETA for reopening of the highway. Avoid the area. 

Hwy 101 northbound is shutdown at Seacliff due to flooding in the La Conchita area. CHP and Caltrans are working to close the highway at S/R 126. Motorists traveling northbound should avoid the area and use eastbound S/R 126 to Interstate 5 as an alternate route.

Traffic is traveling northbound in the southbound lane on Highway 101 near the Montecito at Olive Mill area due to flooding. Highway 101 could be shut down.

Reports of a semi-truck stuck in the mud in this area.

  1. Any bets on how long before the usual people here start ragging on how worthless my counterparts over at Caltrans are. It’s been over a week they last voiced their continuing doubts of us being able design, maintain or repair any roadway or structure.
