I live on Storke and Hollister and every morning without fail between 6:30 & 7 am a car/truck drives by and holds down their horn. I live in a residential community with lots of children in the area and a new hotel across the street. This has been going on for weeks. Does anyone live in the area who hears it or any advise? Please help!!

Not true at all about it being illegal unless it’s an “emergency.” From the CA DMV handbook: “Use Your Horn
Only when necessary, to avoid collisions.
To try to get “eye contact” with other drivers. You may tap your horn to alert another driver who might turn in front of you and cause a collision.
On narrow mountain roads, where you cannot see at least 200 feet ahead of your vehicle.”
Please don’t bother the police with someone honking their horn for a reason you are not sure of.
It’s illegal to honk your horn unless it’s an emergency. Use law enforcement. Google the question to get specific answers, I could not cut and paste the article here.
Most of what you stated do have to do with alerting others as to possible dangers. I would probably consider them to be under the heading of ‘Emergency’. Using a horn at exactly the same time every day doesn’t sound like one. Calling the police non-emergency line and letting them decide what can be done sounds like the best idea. They may have time one day, and would also like to stop the person from honking, if they don’t have a good reason.
