Miramar Nuke?

We’ve been watching progress on the Miramar construction, increasingly curious what’s going into the Northeast corner (circled). Something with lots of heavily reinforced concrete, as if it’s going to be a nuclear reactor core or UFO containment vessel. Does anyone know the story? Also, after Friday’sflare up near the Gibraltar hairpin turn I recalled seeing lots of smoke in that area during our Wednesday flight past there. Can you make out where the smoke’s coming from in this slightly enhanced aerial view up past the Tea Garden with Tangerine Falls to the right?
