On November 29th 2018, the Santa Barbara Police Department Special Enforcement Team assisted the California Alcoholic Beverage Control in conducting an enforcement action at Summit Gasoline at 8 South Milpas Street.

In 2017, the Santa Barbara Police Department received Grant Assistance Program (GAP) funds from the California ABC.   During one of the GAP operations, Summit Gas was cited for selling alcohol to a minor by SBPD officers.

In 2018, SBPD received additional GAP funds and conducted a similar operation at Summit Gas. Again, Summit Gas was cited for selling alcohol to a minor.

Based on the above minor decoy operations/violations, the California Alcoholic Beverage Control revoked Summit Gas’ liquor license for 21 Days.On November 29th 2018, the Santa Barbara Police Department Special Enforcement Team assisted the California Alcoholic Beverage Control in conducting an enforcement action at Summit Gasoline at 8 South Milpas Street.

I have to take exception to the "alcohol changes the brain" claim to the point where your friend, lover, or relative is forever changed and no going back. I know people who came out of their rehab experience and are their original selves again after many years of alcohol abuse.

Often I hear people say things to me like, "I just can't get through to this friend/relative/lover of mine anymore . . ." and s/he is talking to me about an alcoholic. People don't seem to understand that consuming quantities of alcohol over a considerable amount of time will alter one's brain significantly. Once the brain has been steeped long enough in alcohol, the personality is transformed forever. The person you once knew has become a different and unfamiliar individual. It is useless attempting to communicate with them as if they are the person you grew up with or married or called relative. The alcoholics we see around town are not wholesome or healthy. Their brains have sustained permanent and irreparable damage. Alcoholism may be considered a "disease," but it was the individual's choice to "enjoy" alcohol in the first place. I wish we could help these homeless drunks, but the truth of the matter is they are, for the most part, not "recoverable" and are lost to themselves and to the rest of us. A sad situation for everyone.

There was a SBPD officer who has since moved to a Nor Cal dept somewhere, but about 10 yrs ago, he tried to get these purveyors to stop selling cheap beer, wine and vodka in certain sizes that vagrants like... It was quite an undertaking- The liquor supplier and the store owners are culpable for a lot of the problems with the vagrants and where they loiter- usually within walking distance of their "supplier" I wish the local ABC office would audit more of these distributors of garbage alcohol.

Say what you will I hung out in one of those stores and experienced the intimidation and Bozo tactics it all started with the Homeless shelter and so called Faith based institutions churches those places that don't pay taxes but want to rule the world yea will anyway it ended with my friend getting a lawyer and he wasn't from the ACLU...Ha,ha,ha One would be surprised how afraid crooks become when lawyers get involved. The guy who ran the shelter at the time was corrupt and he no longer runs the shelter, the employee involved with the faith based side of things got fired from the shelter for showing women his thing PRAISE THE LORD BY GOD! and your friend transferred North bye bye...If it would have been legal it would have been successful but it wasn't. That is the problem no one goes by the book if they did everyone might get a Bong.

Roger- It's all about $. Even vagrants get a check once a week and the cheap alcohol stores know EXACTLY when the checks come in each month. BTW, He was successful on the Milpas corridor, until he left "paradise..." lol

UNfortunately the people involved with that operation did it illegally or it might have been successful the intimidation tactics did not work out too well either. ABC split from the operation maybe that is why the move to another place it was longer than 10 years ago I was there.

Maybe the drunk vagrants are "poor" because they are drunk vagrants. Merely being "poor" is hardly a protected class, and in this case it is purely a voluntary choice. Have at it, ACLU.

I disagree. As much as I hate the ill effects of alcohol among the homeless etc, purposely restricting low price sales of any product in order to keep the poor from accessing it is simply wrong. ACLU would have a field day.

You can file complaints with the ABC, particularly when these licenses come up for renewal. Document time, date, place, incident and take photos. Build a file if there is ongoing abuse.

MONKEYBOY - what do you propose? Checking people for renter's agreements or mortgage statements? Or just ban the sale of booze to anyone who "looks homeless?" I'm curious, what's the plan?

Just like a bar, don't sell to intoxicated patrons. It's not like these guys grab a beer and chill...as soon as they have a handful of change it's another Steel Reserve 40.
