ANSWER
This is the welcome sign to El Capitan State Beach on El Capitan State Beach Road, just past the entrance kiosk. El Capitan offers camping, fishing, swimming, hiking, cycling, and more as part of the beautiful Santa Barbara coastline.
The beach is named after José Francisco Ortega, who retired from the Spanish Army in 1795 with the rank of captain and received the Rancho Nuestra Señora del Refugio as a land grant. Read more from Tom Modugno in his Goleta History article.
