ANSWER

The location in this photo is the Knapp Building at 2400 Bath Street across from Santa Barbara Cottage Hospital. According to Wikipedia, George Owen Knapp was a wealthy industrialist and philanthropist who focused on donating to medical care. He funded the growth and provided key leadership to Santa Barbara Cottage Hospital starting in 1914. 

Knapp funded the purchase of a new X-ray department and joined the hospital board in 1916, and in 1917 he funded the first Dispensary in Santa Barbara, serving the populace who could not afford hospitals or physicians. Over the next decade, Knapp provided funding for a new maternity building, the Potter Metabolic Clinic wing, a Children’s wing, and a 50-bed patient care wing. And for our photo of the day, in 1923 he helped fund the Louise Savage Knapp School of Nursing named after his second wife.
