Lobster Trap Type Buoys In Goleta Bay

I was out kayaking this weekend in Goleta Bay and there were 50-100 lobster trap like buoys just to the south of Campus Point. All were different colors and numbered. I assume that this is a UCSB research project. I am curious to know if anyone in the edhat community knows any details on this project.
