The Bureau of Prisons (BOP) released details on the third inmate death at the Lompoc Prison facility.
According to the BOP, inmate Mohamed Yusuf was found unresponsive at the Federal Correctional Institution (FCI) in Lompoc on Monday, May 25 at 1:00 p.m.
“Responding staff immediately initiated life-saving measures. Staff requested emergency medical services (EMS) and life-saving efforts continued; however, Mr. Yusuf was subsequently pronounced dead by EMS personnel. Mr. Yusuf tested positive for COVID-19 on May 7, 2020, and was placed in isolation in accordance with Centers for Disease Control and Prevention guidance,” according to the BOP statement.
Yusuf was a 37-year-old male who was sentenced in the Eastern District of New York to a 132-month sentence for Conspiracy to Provide Material Support to a Foreign Terrorist Organization. He had been in custody at the Federal Correctional Complex Lompoc since May 24, 2018.
FCI Lompoc is a low-security facility that currently houses 949 male offenders. USP Lompoc is an adjacent medium-security facility that houses 1,677 inmates.
California legislators have sent another letter to the Bureau of Prisons Director following the death of a third inmate at the Lompoc Prison facility.
Rep. Salud Carbajal, Senator Kamala D. Harris, and Senator Dianne Feinstein sent their third letter to the Federal Bureau of Prisons (BOP) Director Michael Carvajal on Friday. This comes on the heels of the facility’s third COVID-19 related inmate death.
Little is known regarding the circumstances of this death. In the two previous deaths, BOP issued a formal statement with the inmate’s identity and their recent health details relating to COVID-19. However, the third death was simply marked on the BOP website with no further details.
The legislator’s letter emphasizes the need for open lines of communication and directs the BOP to heed best practices to contain further spread of the virus. They urge the BOP to take a more proactive role in supporting prison employees, test all inmates, and develop guidance to ensure inmates who test positive for COVID-19 are provided access to quality health care.
“We are troubled the BOP did not take swift action to test the inmate population, isolate those who tested positive for the virus, and effectively curb the spread of COVID-19,” the letter stated. “We are also disturbed that it took the BOP over four weeks to arrange for alternative housing options for its correctional officers and law enforcement personnel and has not moved forward with measures to test all inmates within the USP at Lompoc for COVID-19.”
The legislators previously sent two letters to Director Carvajal to address the coronavirus outbreak within the Lompoc prison.
The first, dated April 15th, urged BOP to take immediate action to curb the spread of COVID-19 within the prison. At the time, there were 64 confirmed cases at the facility. Nearly four weeks after their initial request, the number of cases skyrocketed to over 900 confirmed, active cases. A second letter was sent on April 21st to address the need for adequate medical equipment and care facilities.

This is the first I have noticed any mention of Salud Carbajal since the COVID-19 pandemic started. He seems to have been missing in action.
