ICE Agents Confront Santa Barbara Eastside Residents with Pepper Spray, Santa Barbara Police Respond to Scene

Video Shows ICE Agents Shoving and Pepper Spraying Woman in the Face at Point Blank Range

U.S. Immigration and Custom Enforcement (ICE) agents confronted residents of Santa Barbara’s Eastside neighborhood on Wednesday morning, January 28.

Around 7:00 a.m., residents discovered ICE agents in vehicles patrolling their neighborhood. Video captured by Ashley Farrell show residents honking horns of their vehicles and blowing whistles to alert their neighbors of ICE’s presence.

“This is what community looks like,” Farrell stated as video appearing to show other residents following ICE agent’s vehicles and continuing to honk their horns. “We run these Nazis out of town or we live under authoritarian rule for the rest of our lives, those are our options,” she said.

According to video footage on social media, ICE agents exited their vehicles in the area of Salinas and Carpinteria Streets as more residents gathered on the street and sidewalk filming their actions.

A masked ICE agent was seen exiting a white Ford sedan carrying what a large canister of pepper spray. The agent threatens to spray the crowd if they don’t move out of the way and move a vehicle that is in the roadway.

Additional ICE agents arrive on the scene as one agent can be seen on camera shoving a woman who was filming them as the crowd shouts, “do not touch her!”

The agent is seen again grabbing the woman by the arm and shoving her away from the vehicle. He then sprays her in the face with pepper spray at point-blank range. The crowd screams as residents surround the woman and take her to a nearby home for medical care.

At 7:17 a.m., the Santa Barbara Police Department stated it received reports of a large fight in the area of Salinas and Carpinteria Streets. 

The police department states that upon arrival, officers determined the large crowd was a combination of community members and ICE agents.

“The Santa Barbara Police Department had no prior knowledge that the ICE agents would be at that location or anywhere in the City of Santa Barbara today. Officers attempted to de-escalate the situation and the ICE Agents left the scene,” the department stated. 

The department went on to state that during their investigation, officers learned that one individual had been pushed by an ICE agent, and another individual had been sprayed with pepper spray prior to officers’ arrival. Santa Barbara Police officers summoned Santa Barbara Fire Department personnel to the scene to provide medical assistance to the individual who had been exposed to pepper spray. Fire personnel rendered aid at the scene.

“Officers took statements from involved community members regarding the events that occurred prior to police arrival and documented this incident in a report with the information provided to the officers on scene.  Santa Barbara Police provided traffic control in the surrounding area to ensure public safety,” the department stated.

Video footage shows ICE agents had pulled their vehicles to the side of the road while police officers were helping to direct traffic. 

There were no arrests made by the Santa Barbara Police Department, and the department stated its role at the scene was limited to medical aid coordination, information gathering, and traffic management.

Congressional Representative Salud Carbajal stated his office is aware of this incident and they are coordinating with local officials to gather the facts.

“Please remain vigilant and stay safe. Now more than ever, it’s important to know your rights when interacting with ICE officers. You can find my office’s bilingual resource guide here,” Carbajal stated.

  1. So let me get this straight. Law enforcement personnel are trying make an arrest with most likely an administrative warrant, authorized by Congress in 2003. They usually have them since they are so easy to get. These people were harassing, obstructing, and for many of the officers, endangering their safety, and definitely their ability to find and arrest the person they had a warrant for. The verbal assaults, particularly since they were using automobiles to obstruct the officer’s ability to communicate or do their job are obstruction. This is not protected speech. Given that this person was in the middle of the road, obstructing traffic is considered obstructing the officer. If you don’t want this to happen, you can move to a blue state, vote for a liberal congressman and change the laws or continue to see if these non-peaceful protests work in reducing ICE. So far these actions seem to have increased the deportation and number of agents.

    • I know the smarmy little beta male republicans want to grease the way for the boot – but real men will stop NAZl oppression. Funny you don’t mention the citizens who have been killed, the citizens who were wrongfully arrested, the demonic behavior of proud boy ice agents or the destruction of the 1st, 4th and 5th amendments.     • Yeah, it’s obstruction of federal law enforcement, plain and simple. That’s what these agitators do. Block the road, vandalize cars, harass officers, etc. Then they expect to get their way and have zero consequences. Sometimes very avoidable and very bad things happen to them, as we’ve seen. I’d at least bring myself a bottle of water if I was repeatedly refusing an officer’s demands to back up in the face of a can of pepper spray. Wow. Oh well.

      • Are they federal law enforcement? How would you know?Irregular uniforms, masks, no identification. Just stuff anyone can buy online. When I was on active duty, my uniform had my name, rank and unit identification on it. I could not wear a mask. Breaking the law while assuming the imprimatur of the federal government is terrorism. Read your constitution. You don’t need to obey illegal orders. You do not have to obey demands from somebody masquerading as law-enforcement because they yelled at you. You just don’t. Look up what happened to the British soldiers, who are were our country’s military law enforcement at the time, in 1775, at Lexington. That is American tradition. Not shoving women around while wearing a mask and irregular uniforms and shooting people on the back.

        Finally, Holman and Bovino need to learn about what happened to Ernest Rohm.

  2. Why didn’t the Santa Barbara Police Department do its job and arrest the man that assaulted the woman with pepper spray? If I walked up to someone else and assaulted them, I sure I would be arrested immediately. It’s their job to protect the citizens of this city. SBPD, do your job!

      I believe that once the woman did not comply with LE commands and did the opposite, LE was legally (not morally) justified to give her a quick spray. After being sprayed, she did calm down a bit and complied with LE, which is exactly what LE was asking her to do in the first place. Seems that emotions were running high on both sides. Luckily, they didn’t beat her up or worse like they did to Renee Good and Alex Pretti. Neither deserved to die while simply exercising their right to protest. Both Good and Pretti will be remembered forever and go down in history as heroes to everyone in this country and around the world.

    • i called them myself and spoke to Sgt Kerr and asked the same question. asked them why their officer stated to the public and media, ‘we’re not on anyones side”.
      told him that is one way to get the locals against the PD again. good job. also asked him why they didn’t detain the fed agent that commited a straight felony and assault. he just sat there thinking and breathing. no comment on that other than the normal, ‘we are investigating this”. i asked him investigating what? there is video evidence of this and dozens of witnesses. more silence. i told him this isn’t looking good for them and they are SWORN TO PROTECT AND SERVE OUR COMMUNITY. that is doing neither.
      I’ve reached out to city council and action is being taken there. Mr Gutierrez is in contact with the local authorities and getting the body cam footage released as well as statements from the FD, Paramedics, and PD. There will be some splainin to do….

  3. At this point, equating ICE agents to actual Law Enforcement Professionals is a cruel and brutal joke. These “agents” do not deserve our respect for the “activities” (terrorizing communities of brown people) they are carrying out in our communities, in their dear leaders name.
    The folks who are supporting this unprofessional level of terror, lawlessness and murder of the citizenry are not patriotic LE supporters, you’re simply a bigoted and awful human. Shame on us.

  5. The Rally downtown was AMAZING. hundreds of school kids, teachers, parents, city and county leaders marching up State in front of my office, brought tears to my eyes.
    I was at the courthouse for the setup. I met with Oscar Gutierrez, Eric Freedman, Kristen Sneddon, and was introduced to Greg Hart, Monique Limon’s assistant, Sauld’s assistant and a member of the Goleta City Council. I was asked to speak in front of them to explain somethings that I had knowledge of and also on the assault on our community member by ICE. They are pushing to have the agent arrested now.
    I had to leave briefly but returned near the end. There are more rallies planned today. Since I don’t know what any of you look like, I’m hoping Alex, GT, and Sac made it? I spoke to a nice older guy on a bike about the event and he was heading to the next one at Ledbetter.
    Santa Barbara STRONG! Also met with the City Police and Fire Commissioner , Aaron. Great guy! Beautiful turnout.

    • KNEIN – way to go! Been stuck at work wrapping things up but my kids are out at Ledbetter and some other stuff. I’m so happy to hear how many young people are joining the resistance! This is their future! So sick of all the uneducated, lonely trolls online crapping on these kids. Infuriating to see kids (mine included) called awful things by “adults” who have nothing in their lives but hate.

    • KNein – I wasn’t on the “invite list”… BUT, I did see your post yesterday making a mental note to attend (I think that’s where I went wrong – mental note) failing of course to show up on time. I road up there eventually seeing a pretty big crowd still there, couldn’t see who was speaking at the time. Felt a little weird asking where the “edhat contingent” was, so ended up going over to the grassy side and was able get a slightly better view. Lots of energy! well except for the dog napping on lawn…

      • oh man I wish i would have seen you. I was hanging around the SB Council members and Greg Hart most of the time and high fiving the students. had to leave and come back a few times due to work and us being short staffed today, but i made sure i was present and spoke. it was cool and weird being introduced to the key players and asked to speak to them on my findings and research and interviews regarding the ICE incident on the east side yesterday. i suck at speaking in front of others LOL…but i had their attention and their ears so i spoke.
